1011 <br /> method of placement and compaction, type of proposed surfacing, <br /> method of perimeter erosion control, and.. proposed use of the <br /> fill area. (SMP Landfill Regulations) This is technically a <br /> land fill, but the habitat creation use requires special <br /> performance criteria. <br /> Conclusion: This information has been provided in the Corps of <br /> Engineers Environmental Assessment for this proposal. <br /> 3. Finding: The perimeter of all landfills shall be provided with <br /> some means to control erosion; i.e., vegetation, retaining <br /> walls or other mechanisms. (SMP Landfill Regulations) The <br /> slope design of berm is intended to reduce erosion. <br /> Conclusion: Vegetation is not needed on the perimeter of the <br /> proposed fill to minimize erosion. <br /> 4. Finding: Landfills for water-dependent uses in committed <br /> industrial waterways and for public use shall be given <br /> priority. (SMP Landfill Regulations) <br /> Conclusion: The proposed fill will expand Jetty Island <br /> providing greater area for public use, education, and habitat <br /> diversity. <br /> D. Conditional Use Criteria <br /> 1. Criteria: The proposed use will not be contrary to the general <br /> intent of Everett's Master Program. <br /> Response: As demonstrated in the above findings and <br /> conclusions, this proposal does comply with the general intent <br /> of the City of Everett Shoreline Master Program. <br /> 2. Criteria: The proposed use will not interfere with the normal <br /> public use of public shorelines. <br /> Response: There will be some short term disruption of public <br /> use of the Jetty island beach during the placement of dredged <br /> material on-site, however: actual dredging has been scheduled <br /> to avoid "Jetty Island Days" tours and passenger ferry <br /> service. Dredging would begin mid-September 1989. The long <br /> term public use of the Shoreline will be enhanced through the <br /> lengthening of the Shoreline as a result of this fill proposal. <br /> 3. Criteria: The proposed use of the site and design of the <br /> project will be compatible with other permitted uses in the <br /> area. <br /> Response: The Corp of Engineers in conjunction with the other <br /> agencies involved in this project have designed the project to <br /> be compatible with the other habitat provided by Jetty Island. <br /> 4. Criteria: The proposed use will cause no significant adverse <br /> effects to the Shoreline environment in which it is to be <br /> located. <br /> Response: It has been determined that no significant adverse <br /> effects will be caused by this project with the City of <br /> Everett. The City has issued a Mitigated Determination of <br /> Non-Significance for this proposal. <br /> -5- <br /> 10 1939 <br />
