September 30, 2015 <br />CAA/CFO Debra Bryant presented the Staff Memorandum from the <br />Touchstone Marriott Project and noted that the details regarding the small <br />changes to the project and the time frame of the project will be presented <br />to the Council on October 7, 2015. <br />CITIZEN COMMENTS <br />Sid Hensley, Everett, talked about the continued drug and alcohol use in <br />the city of Everett. He inquired, on behalf of Rena Lawnsteen, about a <br />citation that was issued to an intoxicated individual who had no ability to <br />pay the fine. <br />Vice President Murphy stated that alternative models, which allow working <br />off the fines, were proposed at the Public Safety Subcommittee meeting. <br />CAA/CFO Debra Bryant stated that the Everett Police Department staff <br />will respond to Mr. Hensley's concern. <br />Willie Russell spoke regarding issues with the City of Everett Police <br />Department and the city staff. Also he inquired about the duties of the new <br />embedded social worker, Lauren Rainbow. <br />Gary Watts, Everett, spoke regarding the problems with the street <br />population and asked the Council to provide a short-term plan to resolve <br />street issues until a long-term plan can be implemented. <br />Megan Dunn, Everett, presented a proposal in support of voting districts <br />for the city of Everett. <br />Council Member Roberts expressed his disagreement with the <br />conclusions of the proposal and suggested using the Charter review <br />process in 2016 to address this topic. <br />Moved by Council Member Stonecipher, seconded by Council <br />Member Moore, to refer the voting districts for the city of Everett to <br />the General Government Subcommittee for review. <br />294 <br />
