September 30, 2015 <br />Considerable discussion ensued. <br />Roll was called with all council members voting yes, except Council <br />Member Moore, Gipson, Roberts, and Murphy who voted no, and Council <br />Member Bader who was excused. <br />Motion failed. <br />Charlene Rawson, Everett, spoke regarding the proposed voting districts <br />for the city of Everett. <br />Jackie Minchew, Everett, commented on voting districts for the city of <br />Everett and asked to be appointed to the Charter Review Committee. He <br />also addressed global warming. <br />Mike LaPointe, Everett, spoke about homelessness in Everett. <br />Vic Paul, Everett, expressed his support for voting districts for the city of <br />Everett. <br />Traci Baxter, Everett, addressed the increase of a criminal activity in the <br />Riverside neighborhood. <br />Frank Craven, Everett, spoke regarding the drug addicted population and <br />inquired about the protocol for the release of Snohomish County inmates <br />back into the community. Deputy Police Chief Lever responded to the <br />concern. <br />Lisa Hollenbeck, Everett, required about the possible action to be taken <br />against homeowners who allow drug activities in their home. Mayor <br />Stephanson asked Deputy Police Chief Lever to review the complaint. <br />Robert Smiley, Edmonds, made a suggestion on the integration of the <br />drug addicted population back into the society. Mayor Stephanson asked <br />Mr. Smiley to provide his contact information to Assistant City Attorney <br />David Hall. <br />P40 -M <br />
