6. National Oceanic and Atmospheric Administration (NOAA): <br /> Finding: During a survey of the project site, <br /> indicated that improved circulation (tidal exchan6 ) <br /> within the sloughs in the project area may produce <br /> significant resource benefits. They further recommended <br /> tidegate removal and minor excavation in existing <br /> channels leading to the river. <br /> Conclusion: The improvements recommended in the NOAA <br /> letter date September 3, 1987 should be installed upon <br /> completion of necessary engineering studies. <br /> 7. Port of Everett: <br /> Finding: The southern portion of the site (approximately <br /> 20 acres) has been used for disposal of dredged material <br /> from the Snohomish Federal Navigation Project for the <br /> last 12 years with the current permit being valid through <br /> March 15, 1989. <br /> Conclusion: This activity will be allowed to continue <br /> until 1992 as described in the Memorandum of <br /> Understanding between DNR and the City of Everett (see <br /> Exhibit #8) if all necessary permits are obtained <br /> (Shoreline, etc.). <br /> 8. Interagency Committee for Outdoor Recreation: <br /> Finding: There is a substantial unsatisfied demand for <br /> boating facilities in Snohomish County. <br /> Conclusion: This project will provide improved boat <br /> access to the Snohomish River. <br /> NOW, THEREFORE, the Planning Commission recommends to the City <br /> Council that the City of Everett Shoreline Substantial Development Permit <br /> for construction of Riverfront Park BE APPROVED with the following <br /> conditions: <br /> 1. That the project be developed according to the site plan attached as <br /> Exhibit #7. <br /> 2. That all outside dike faces shall be hydroseeded and that all other <br /> vegetation disturbed during construction is replaced in kind. <br /> 3. Detailed landscaping plans shall be reviewed and approved by the <br /> Planning Department prior to issuance of any building permits showing <br /> planting details around all proposed buildings, the hydroseed mixture <br /> proposed for the outside dike face and the general treatment proposal <br /> for other areas disturbed during construction. <br /> 4. All utility services provided for the park shall be undergrounded. <br /> 5. Beyond fifteen (15) feet from any structure the fill shall be no <br /> lower than one (1) foot below the regulatory flood protection <br /> elevation. <br /> 6. The fill shall be two (2) feet above the regulatory flood protection <br /> elevation for a distance of fifteen (15) feet beyond all structures <br /> in any direction. <br /> 7. That the first floor of all structures shall be two feet above the <br /> regulatory flood protection elevation of 11 feet. (NGVD 1929) <br /> -5- <br /> 5 <br />
