• <br /> 8. That all development of the subject property shall be consistent with <br /> the Commercial/Industrial Flood Fringe Overlay District zoning <br /> requirements which require that all building sites be filled to two <br /> feet of freeboard above the 100 year flood elevation. <br /> 9. Right-of-way is to be dedicated to the City for street purposes for <br /> the new street system in the proposal and the access to and from <br /> Highway 99. <br /> 10. Full standard street improvements are required to the new street <br /> system, on and off site. A traffic study must be submitted to the <br /> City Traffic Engineer for City and State approval. No building <br /> permits shall be issued until traffic mitigation requirements, <br /> identified in the study, have been provided by the applicant in <br /> compliance with City and State traffic engineering's requirements. <br /> 11. Performance bonding may be required for any fill hauled to the site, <br /> on City streets for maintenance of the street and utility system. <br /> 12. Applicant will be required to sign a Local Improvement District <br /> Covenant for street and traffic signal improvements. <br /> 13. Parking must be per City Zoning Code and City Design and Construction <br /> Standards. <br /> 14. Complete area wide utility system must be developed for this <br /> proposal. The applicant is referred to the Smith Marine and <br /> Industrial Park LID report for an idea of the required water and <br /> sewer improvements. More specific water and sewer improvements can <br /> be identified when a detailed site plan is submitted. No building <br /> permits shall be issued until specific utility system improvement <br /> requirements have been identified and improvements have been provided <br /> for in compliance with Public Works requirements. <br /> 15. Special charges for connection to sewer system in accordance with <br /> Ordinance 984-83 are applicable. The actual cost shall be computed <br /> by the Building Department per the ordinance in effect at the time <br /> and according to the information provided on the approved plans on <br /> the date of permit issuance. <br /> 16. A fire hydrant is required with adequate fire flows within 200 <br /> driving feet by not closer than 50 feet of every structure. <br /> 17. City streets are to be kept clear of dirt and debris at all times <br /> during construction. Dust suppression and street cleaning must occur <br /> as directed by the Public Works Inspector. <br /> 18. Performance guarantees are required for street and utility systems <br /> and landscaping improvements. <br /> 19. A one-year guarantee is required on the public street and utilities <br /> for an amount not less than 10% of the cost of construction and shall <br /> run for one year from the date of issuance of the first Occupancy <br /> Permit. <br /> 20. On-site water main will be staked within an easement to the City. <br /> The easement will be submitted to the City prior to issuance of <br /> permits. <br /> 21 . As-builts of storm sewer, sanitary sewer, and water systems will be <br /> required to be submitted to the City per City design and construction <br /> standards and specifications. <br /> -5- <br />
