5. That unlike adults, children's moral values, goals, standards <br /> of human conduct, value for human life, sex identification and <br /> sex roles are learned from his or her environment, and from the <br /> models to which they are exposed. The neighborhood in which a <br /> child lives is a part of that environment and either <br /> contributes positively or negatively to a child's sense of <br /> security, order, well-being and growth as a mature, disciplined <br /> and social human being. Sustained exposure of children to <br /> adult use businesses can have serious adverse effects on their <br /> development as mature, disciplined and social members of the <br /> community. <br /> 6. That the location of adult use businesses in areas of the City <br /> which are in close proximity to schools, and commercial areas <br /> patronized by students and young people, will have a <br /> detrimental effect upon the quality of education which the <br /> community is providing for its students. <br /> 7. That the location of adult use businesses in close proximity to <br /> residential uses, churches, parks and other public facilities, <br /> and schools, may lead to the exposure of these sensitive uses <br /> to disproportionately high levels of criminal activities, <br /> including prostitution, rape, incest and assaults which occur <br /> in the vicinity of the adult use businesses. <br /> 8. That experience in numerous other cities, including Seattle, <br /> Tacoma and Detroit, Michigan, has shown that the location of <br /> adult use businesses degrade the quality of the area of the <br /> City in which they are located and cause a blighting effect <br /> upon the City, and will have a significantly larger affect upon <br /> the City of Everett than other major cities due to the <br /> relatively small size of Everett in relation to these other <br /> cities. <br /> 9. That the location of adult use businesses within walking <br /> distance of churches and other religious facilities will have <br /> an adverse effect upon the ministry of such churches and will <br /> discourage attendance at such churches because of the proximity <br /> of adult use businesses. <br /> 10. Facilities operated by religious organizations generally <br /> provide for the congregation of large numbers of young people <br /> under the age of eighteen (18) who are particularly sensitive <br /> to the adverse secondary impacts of adult use businesses. <br /> 11 . That the location of several adult use businesses in the same <br /> neighborhood tends to attract an undesirable quantity and <br /> quality of transients, adversely affects property values, <br /> causes an increase in crime, especially prostitution, and <br /> encourages residents and other businesses to move elsewhere. <br /> 12. That adult use businesses, because of their very nature, are <br /> recognized as having serious objectionable operational <br /> characteristics, particularly when several of them are <br /> concentrated thereby having a deleterious effect upon the <br /> adjacent areas. Special regulation of these uses is necessary <br /> to insure that these adverse effects will not contribute to the <br /> blighting or downgrading of the surrounding neighborhood. <br /> 13. That in order to avoid the adverse secondary effects of <br /> concentration of adult use businesses, such uses should be <br /> separated from other adult uses. <br /> -3- <br />
