October 7, 2015 Council Member Murphy also commented on the new Council Procedures, which allow the public to only observe while in attendance at Council subcommittee meetings. He suggested making a change that would allow a brief period of time for public input. President Bader stated the suggestion was well noted, and that over next couple of weeks, the Council can look at possible revisions. Council Member Roberts also responded to Council Member Murphy's suggestion adding that it is important for subcommittees to be able to complete their work and finding the right balance is key. Council Member Roberts reported on his attendance at Association of Washington Cities Board meeting. He announced that the AWC Board will be conducting a workshop on December 1, 2015, concerning the subject of homelessness, health, and various issues. Council Member Roberts also commented on his attendance at a transportation presentation meeting yesterday in Seattle. Council Member Tuohy reported that the second Public Safety Subcommittee meeting was held this afternoon and the Fitch consultants were present to answer questions regarding the Fire Department study. She reminded folks that recommendations to the full council were not anticipated for several months. Council Member Gipson stated he supported citizen input at future Council subcommittees. Council Member Stonecipher congratulated the Monte Cristo award winners in advance as she would be unable to attend this year. She also stated she received a telephone call this evening concerning a large gathering of individuals blocking sidewalks at Smith Avenue. CITY ATTORNEY The City Attorney had no comments. 303
