Findings: See; No. 17 above. <br /> 11.As existing shoreline properties are redeveloped, impervious surfaces not needed <br /> for current or planned uses shall be removed and shoreline buffers shall be <br /> enhanced ancl/orlrestored to the buffer width required by the SMP, except as <br /> necessary to ��ccommodate access to the water necessary for the operation of <br /> water-dependent and water-related uses and/or public access. The Planning <br /> Director/Hearing Examiner shall have the authority to require redesign of the site <br /> and structure:�to minimize impacts to existing aquatic and buffer vegetation and to <br /> provide for buffer enhancement. <br /> Findings: Concrete debris remaining from previous development of the site will be <br /> removed as a part of the project. <br /> 12. Land clearing, grading, filling and alteration of natural drainage features and land <br /> forms, where permitted, shall be limited to the minimum necessary for permitted <br /> development. <br /> Findings: Gr�iding will be minimal. About 30 cubic yards of sand will be placed at <br /> the shoreline��vhere concrete debris is being removed, thus creating a beach <br /> transition frorri the uplands to the water. No new upland area will be created. <br /> 18. When public ��ccess is incorporated into buffers, buffer plantings shall be preserved <br /> andlor restorE:d to the extent practicable. However improvements such as, paved <br /> trails, non-motorized public access bridge structures, overlooks, limited grassy <br /> recreational areas, and limited areas of hardened surfaces for direct access to the <br /> water may be permitted. <br /> Findings: As the widened path will follow the existing path route, only minimal <br /> vegetation rernoval necessary for path widening will be required. Grass, brush, <br /> shrubs, a few alder trees and a rotted stump will be removed. <br /> Section 5— Use Ftequlations <br /> 5.13 Recreation<<I Development <br /> 1. In designatinc� shoreline areas for recreation activity or permitting developments in <br /> shoreline are��s, consideration shall be given to the recommendations of the Everett <br /> Parks and Recreation Comprehensive Plan and other approved Comprehensive <br /> Public Acces:; Plans. <br /> 2. Priority shall k�e given to recreational developments which increase the opportunity <br /> for public acc�:ss and enjoyment to our urban shoreline areas. <br /> 7.
