Observation: Technology will bring us quieter aircraft engines in the not too <br /> distant future. Moreoever, these technological improvements are also spreading to <br /> the smaller aircraft. <br /> Observation: Paine Field might well be attractive to specialized new companies <br /> who have a need or the ability to move small amounts of high value, low weight <br /> materials by nearby air cargo facilities. <br /> Observation: A possible market in the not too distant future may be for commuter <br /> air service to Puget Sound airports as well as Portland and Spokane. <br /> Recommendation: Airplane flight training and flight testing activities might be <br /> shifted to other airports over time, actually leading to reduction in takeoff and <br /> landings at Paine Field. <br /> Recommendation: TPPG feels there is little reason that the role definition be cast <br /> aside or significantly modified at the present time. Furthermore, other factors <br /> regarding Paine Field such as land use and management questions should take <br /> priority. <br /> Recommendation: Sufficient land is available, both within and without the airport <br /> itself, to support a broad range of uses directly related to the airport and those <br /> that are not. However, general residential uses in the Paine Field area should be <br /> discouraged. <br /> Recommendation: The airport be jointly operated by the County and the City. <br /> With regard to the Port, it is the opinion of TPPG that waterfront opportunities and <br /> company expansion will take all the Port's attention and energy for the foreseeable <br /> future. <br /> Summary Recommendation for a Policy of Total Flexibility When Addressing the <br /> Role Definition of Paine Field: The industrial, rather than residential land uses <br /> around the airport are recommended and, for service and development potentials, a <br /> joing City/County agreement should be worked out for airport recommendations. <br /> Tourism/Marketing and Development <br /> Recommendation: An aggressive program of expansion of the Boeing Tour <br /> facilities and opportunities for the 747/767 plant. The Chamber, hotels and City <br /> should work closely with Boeing in analyzing what needs to be done by whom to <br /> accomplish the task. A new tour center, located within Downtown is a possibility. <br /> Observation: At this point in time, there is a need to create a more aggressive <br /> approach to tourism. Additional promotional programs and efforts for conventions <br /> and Canadian shoppers should be conducted. Additional promotional efforts of <br /> Everett special events, like the airshow, regatta, and other festivals will be helpful <br /> too. <br />
