"The economically healthy and viable community that we envision for <br /> Everett's future will require the addition of new businesses as well as <br /> the expansion of existing ones. We must constantly provide new <br /> employment opportunities for Everett's citizens, if for no other <br /> reason than to replace existing firms that become antiquated. This is <br /> not a question of growth vs. no-growth, but rather one of new and <br /> better jobs for Everett's current residents as well as job opportunities <br /> for the future generations. <br /> To do this, we must maintain and enhance Everett's role as the major <br /> employment center for Snohomish County. We should strongly <br /> promote Everett as the county-wide and North Puget Sound Area <br /> center for finance, government, commerce, education, <br /> communications, transportation, health care and culture. We should <br /> capitalize on Everett's natural port facilities, the opportunities <br /> available due to the existence of Paine Field, as well as Everett's role <br /> as the governmental center for Snohomish County. <br /> It should not be government's role to provide basic jobs, but it is the <br /> City of Everett's role to provide an atmosphere that attracts new <br /> employment opportunities and allows existing firms to grow to their <br /> potential . . . <br /> . . . Goal ED-1: Support and provide direction to the efforts of public <br /> and private economic development organizations toward <br /> diversification of Everett's economic base". <br /> The City of Everett does not intend to address the problems of our economy alone. <br /> Only in partnership with private sector representatives and organizations, can the <br /> City deal with the rejuvenation of our business climate and image. <br /> As opposed to expansive and expensive bureaucratic organizations, the City looks <br /> to private sector agents and agencies to carry much of the burden of revitalization. <br /> The City has initiated and continues a contractual arrangement with the Snohomish <br /> County Economic Development Council to provide client services, marketing, <br /> research and staff assistance, in support of the City's industrial development, <br /> international trade and commerce potential. <br /> Likewise, a contractual agreement on tourism development and promotion exists <br /> between the City and the Everett Area Chamber of Commerce. The agreement <br /> adds public dollars to private investment to establish and enhance convention, <br /> commercial recreation, outdoor recreation, entertainment, cultural and retail <br /> opportunities. <br /> The Everett Ventures Group, a mix of downtown property owners, merchants, Port <br /> and City officials have joined forces, at the City's urging, to address Downtown and <br /> Riverside redevelopment possibilities. Closely linked to central city redevelopment <br /> are commercial, cultural, entertainment and recreation opportunities on both the <br /> Everett Harborfront and Riverfront. <br />
