12 <br /> Planning Commission Minutes <br /> January 24 , 1984 <br /> Page -3- <br /> G. Ervine briefly highlighted the conditions as required by the <br /> Planning Department . <br /> B. Hummel questioned the wording "off site" in Condition #12 . B. <br /> Hummel felt that the condition should be deleted as it would be <br /> impossible to obscure the site totally . G. Ervine responded that a <br /> condition would have to be made so that the salvage operation didn ' t <br /> stack materials to a height that could be seen by surrounding areas . <br /> He suggested that Condition #12 read , "that the salvage stored <br /> on-site should be limited to a height of 10 feet from Ross Avenue to <br /> a point 100 feet south of Ross Avenue with a maximum height of stor2d <br /> salvage materials being 16 feet on the remainder of the site" . <br /> G. Ervine commented that Condition #13 should read " . . . limit to .3 <br /> acres in size" not 30 as stated in the staff report. <br /> To address Seafirst Mortgage ' s letter , G. Ervine added Condition #19 <br /> to .read , "until such time Ross Avenue is brought up to full City <br /> standards there are to be no trucks parked on Ross Avenue related to <br /> this operation" . <br /> D. Derickson stated that since the City had recently annexed the <br /> Smith Island area into the City , the County Shoreline Plan is <br /> currently being used by the City for projects in this area but in <br /> 1984 the City intends to develop an amendment to the City plan that <br /> specifically looks at this area and future uses . <br /> Doug Bowers , Representative of Sea-land Assoc. (Dinosour Salvage) , <br /> 228 N.W. 56th, Seattle testified that they are a reputable business , <br /> a good industry and will be a benefit to the City as an employer . He <br /> wanted the Commission to understand that their business is not a <br /> salvage company that will only be utilizing the three acres of land <br /> but a business that will be utilizing the waterway to renovate , <br /> convert, repair , & construct ships . Their business is unique and <br /> will be performing a variety of functions , of which many depend on <br /> the waterway. He mentioned that he hoped to keep the salvage <br /> operation of automobiles to a minumum. He commented that Sea-land <br /> Assoc . and Dinosaur Salvage were two separate corporations but had <br /> the same owners , a family owned business . <br /> Bill Bowers , Representative of Sea-land Assoc . (Dinosour Salvage) , <br /> 6056 - 7th N.W. , Seattle commented to be in agreement with his son ' s <br /> (Doug) comments and also added that moorage was a very important <br /> factor in this project. He feels that due to the location of the <br /> site it is very difficult to view the operation and that Ross Avenue <br /> has very little traffic. He feels that there isn ' t another operation <br /> in the scrap business that has a fence any different than the one <br /> Sea-land presently has . It is their intention to keep the stacks of <br /> scrap as low as possible and to barge most of it out . Mr . Bowers <br /> stated the reason for the five piers is to entice fishing vessels and <br /> to give them moorage . <br />
