Planning Commission did not receive any new information during their <br /> reconsideration which would justify modification of their original motion <br /> with the exception that the overall 19th Avenue S.E. Study Area should be <br /> limited to 112th Street S.E. on the south. <br /> jj RECOMMENDATIONS <br /> Based on the above findings and conclusions, the Planning Commission makes the <br /> following recommendations pertaining to the subject area east of 19th Avenue <br /> S.E., between approximately 96th Street S.E. and 103rd Street S.E.: • <br /> 1. 3.63 acres should be designated for "Other Commercial" (see Exhibit 11) as <br /> defined in the Everett Community Plan. <br /> i 2. "Medium Density Residential 5-10 dwelling units per gross acre" should be <br /> allowed on 29.68 acres as shown on Map Exhibit 11. <br /> 3. Zoning and ultimate development density of the 29.68 acres of Medium <br /> Density Residential area should be no greater than eight (8) dwelling units <br /> per gross acre. <br /> 4. A review of the Comprehensive Plans for the area east of I-5 along the 19th <br /> Avenue/Silver Lake Corridor to 112nd Street S.E. will be undertaken by the <br /> City as soon as possible. Citizens, community organizations, property <br /> owners and affected agencies will be encouraged to participate in the <br /> process. <br /> 5. Primary access to the area should be from 19th Avenue Southeast and 100th <br /> Street Southeast. <br /> 6. Twenty-first Drive Southeast and 24th Avenue Southeast should not be <br /> extended to serve this area. <br /> 7. Provision should be made for pedestrian pathways from the subject property <br /> to 21st Drive Southeast and 24th Avenue Southeast. <br /> 8. Ultimate improvements to 100th Street Southeast should include 60 feet of <br /> right-of-way, 44 feet of paving for four traffic lanes to be used jointly by <br /> motor vehicles and bicycles, curbs, gutters, sidewalks, bus pullouts, <br /> crosswalks, and drainage facilities. Development of 100th Street Southeast <br /> should be accomplished in accordance with Everett's Street Improvement <br /> Ordinance and by a future LID or other mechanism assured by agreements <br /> obtained prior to issuance of building permits. <br /> 9. Storm water drainage increases generated as a result of development should <br /> be addressed at the time of development in compliance•with Everett's Storm <br /> Water Drainage Ordinance, and where appropriate the Draft Wood's Creek <br /> Drainage Basin Plan, the Draft Silver Lake Drainage Basin Plan. <br /> In areas not covered by a Drainage Basin Plan, the City should conduct a <br /> more detailed drainage review in conjunction with future development <br /> proposals. Any non-structural stormwater management techniques which <br /> are adopted by City Council for use in the South Everett Drainage Area <br /> should be considered for use in this drainage area. <br /> 1 <br /> 10. In conjunction with the drainage system analysis an open space corridor <br /> should be considered. <br /> 11.
