EVERETT COMPREHENSIVE PLAN <br />Everett has established six goals to accomplish its <br />overall vision for transportation in the future. The <br />goals establish overarching priorities that serve the <br />vision of this Transportation Element while policies <br />are derived from those goals to define specific <br />actions. The consolidated set of goals and policies is <br />included in this section in no particular order. <br />Goal is Multi -Modal Connections. Expand multi- <br />modal connections. <br />As population and employment increase, multi- <br />modal trips should increase as well. In order to <br />encourage walking, biking, and transit use, Everett <br />should ensure multi -modal options are available. By <br />expanding multi -modal connections, Everett can <br />support vibrant regional growth centers that are <br />accessible in several ways. <br />Goal z: Quality Facilities. Ensure design <br />standards and maintenance procedures reflect <br />current best practices. <br />Design standards and maintenance procedures are <br />adopted to encourage sustainable design, good <br />access management, and reliable standards. The <br />standards should be regularly updated to meet local <br />objectives and state and federal guidelines. <br />• Goal 3: Link Transportation to Land Use. Develop <br />a transportation system that accommodates the <br />adopted land use vision. <br />The Land Use vision defines where employment and <br />population growth will occur within the city over the <br />next twenty years. The Transportation Element <br />builds a transportation system that accommodates <br />the City's future land use vision. <br />Goal 4: Reduce Impacts. Reduce transportation - <br />related environmental and community <br />impacts. <br />The City of Everett is committed to building <br />environmentally and economically sustainable <br />transportation infrastructure. The City will continue <br />to actively engage the public in design and <br />development of transportation infrastructure. <br />Goal 5: Tie In with the Region. Partner with other <br />jurisdictions to serve all users of the regional <br />transportation system. <br />Everett's proximity to other jurisdictions is <br />important to consider when planning any <br />transportation improvement project. It is important <br />to consider how changes within <br />Everett impact other communities and the larger <br />regional transportation system. Everett will partner <br />with other communities in the Puget Sound area <br />including Marysville, Mukilteo, Mill Creek, <br />Snohomish County, and other communities. <br />• Goal 6: Guide Transit Investments. Proactively <br />partner with regional transit agencies to guide <br />investment decisions. <br />Everett residents use local and regional transit to <br />travel. Everett Transit should continue to work with <br />the regional transit agencies to ensure that Everett <br />residents have transit connections throughout the <br />region. Everett Transit will continue to focus on local <br />transit service within the City. <br />GOAL 1 <br />Multi -Modal Connections. Expand multi -modal <br />connections. <br />Policy i.i: Promote the development and <br />continued implementation of safe, well - <br />lighted pedestrian and bicycle routes <br />and connections to and from schools <br />and bus stops, neighborhood parks and <br />activity centers, transit hubs, industrial <br />and recreational areas of the marine <br />waterfront, and other places of <br />community and public interest to <br />minimize travel distances within and <br />between development, adjoining <br />residential areas, transit, and activity <br />centers. <br />Policy i.?: Encourage accessibility for bicyclists on <br />the transit system. <br />TRANSPORTATION ELEMENT 35 <br />
