EVERETT COMPREHENSIVE PLAN <br />Policy 1.3: Encourage private and public <br />institutions, such as hospitals, colleges, <br />school districts and others, to develop <br />projects that implement the <br />Transportation element goals and <br />policies. <br />POlicyz.4: Participate in the development of the <br />regional system of high -occupancy <br />vehicle (HOV) improvements linking <br />designated activity centers to the HOV <br />system and providing time and ease of <br />travel advantages for HOV users over <br />single occupancy vehicle (SOV) users <br />Policy 1..5: Assist in providing a limited system of <br />park-and-ride and park -and -pool lots to <br />serve designated activity centers in the <br />city, county and region in order to <br />intercept trips by SOVs closer to their <br />trip origins, thereby reducing traffic <br />congestion to and from trip destinations <br />and reducing total miles traveled. <br />Policy 1.6: Actively seek local, state, and federal <br />funding and other grants for the <br />development and enhancement of <br />bicycle and pedestrian facilities and <br />amenities, freeway and arterial facilities, <br />and traffic control systems. <br />POlicy z.7: Continue to support and encourage <br />joint public-private investment <br />initiatives in expanding the use of rail <br />transportation and facilities for freight <br />and passenger services to and from <br />Eve rett. <br />Policy 1..8: New residential development shall be <br />served by interconnected local streets <br />with bicycle and pedestrian routes to <br />the extent feasible. <br />Policy z.9: Provide multi -modal connections <br />between local and regional <br />transportation services. <br />Policy 1.io: Plan specific transit routes for Sound <br />Transit, Community Transit, and Everett <br />Transit, consistent with city land use <br />and transit plans. <br />Policy 3..11: Develop a Pedestrian System Plan to be <br />used in the planning, design, <br />designation and construction of <br />pedestrian facilities and routes in the <br />city to promote non -motorized travel. <br />These plans should be fully integrated <br />into overall transportation planning, <br />programming, and construction <br />activities. <br />POlicy i.iz: Plan specific city roadways to <br />accommodate bicycle routes, consistent <br />with the Bicycle System Plan. These <br />plans should be fully integrated into <br />overall transportation planning, <br />programming, and construction <br />activities. <br />Policy 1.13: Require major transit stations and park- <br />and-ride lots to provide secure bicycle <br />parking and related amenities to <br />encourage cycling in the City. <br />Policy 1.1-4: Develop an integrated Highway and <br />Arterial Street System Plan to be used in <br />the planning, design, and construction <br />of freeways, arterial streets, and traffic <br />control systems to promote efficient <br />travel by public and private vehicles. <br />Policy 1.15: Encourage the preservation of existing <br />and abandoned rail and other rights-of- <br />way for potential future transportation - <br />related uses. <br />Policy 1..1.6: Seek control of parcels of land that may <br />be needed in the future for any <br />transportation purpose when the <br />opportunity arises. <br />Policy 1.1-7: Prioritize funding for multi -modal <br />infrastructure in centers and in areas <br />that support access to centers. <br />GOAL z <br />Quality Facilities.
