EVERETT COMPREHENSIVE PLAN <br />features that are transit, bicycle and <br />pedestrian -friendly. <br />Policy 2.2: Amend codes to require that new <br />developments and redevelopments <br />incorporate physical features designed <br />to promote and enhance alternatives to <br />the single -occupant vehicle. <br />Policy 2.3: Emphasize ease and safety of <br />pedestrian and bicycle circulation and <br />orientation to transit routes in the <br />design and mix of land uses around <br />designated transit centers/stations. <br />Policy 2.4: Require that the design of park and ride <br />facilities not obstruct ease and safety of <br />pedestrian and bicycle access to transit <br />centers from other land uses. <br />Policy 2.5: Develop plans to manage traffic on <br />neighborhood streets in accordance <br />with classifications, design <br />characteristics and other <br />Comprehensive Plan policies. <br />Policy 2.6: Design transportation facilities that <br />reflect the character of affected <br />neighborhoods and accommodate a <br />range of needs of the community that <br />are broader than strict transportation <br />requirements without compromising <br />those requirements. <br />Policy 2.7: Develop and implement a <br />comprehensive parking management <br />program for all areas that generate high <br />demand for both on -street and off- <br />street parking, including provisions for <br />pricing and enforcement of on -street <br />parking, supply of off-street parking, <br />and strategies to reduce the demand for <br />parking within those areas to support a <br />balance of travel modes consistent with <br />the Comprehensive Plan. <br />Policy 2.8: Parking in the right-of-way, in general, <br />shall serve land uses in the immediate <br />area. <br />Policy 2.9: Continue to maintain existing on -street <br />parking in residential neighborhoods <br />and protect parking first for residents <br />and second for customers and visitors. <br />Policy 2.1o: Ensure that off-street parking continues <br />to be the primary source of parking <br />supply for new development within the <br />city. <br />Policy 2.11: Design of transportation facilities shall <br />be consistent with the other pertinent <br />policies of the City's Comprehensive <br />Growth Management Plan, with strong <br />emphasis on making such <br />transportation facilities and the travel <br />experience as safe and enjoyable as <br />possible while minimizing long-term <br />maintenance costs. <br />Policy 2.1.2: Transportation facilities in the city shall <br />be planned, designed, and constructed <br />to be barrier -free and easily accessible <br />to disabled persons consistent with the <br />requirements of the Americans with <br />Disabilities Act. <br />Policy 2.13: Establish and adopt design standards to <br />ensure that implementation of bicycle <br />and pedestrian system projects are <br />coordinated and consistent in design <br />and construction with other <br />transportation system improvements. <br />Policy 2.1-4: Work cooperatively with the <br />Washington State Department of <br />Transportation to develop access <br />management agreements for State <br />routes within the city. <br />Policy 2.15: Promote access management to <br />maintain arterial capacity by reducing <br />the number of curb cuts, increasing <br />driveway spacing for new and <br />redeveloped properties, and providing <br />for median treatment where <br />appropriate to provide for local access <br />to the arterials while minimizing <br />conflicts with through traffic. <br />Policy 2.1.6: Provide good access to regional arterials <br />and highways for commercial traffic to <br />and from manufacturing and industrial <br />sites. <br />TRANSPORTATION ELEMENT 37 <br />
