HYR <br /> Subtask 1000.05 Wetland Mitigation Use Plan <br /> Objective <br /> The City of Everett intends to use credits from the City's Smith Island/Union Slough Habitat <br /> Restoration Project to provide compensatory mitigation for permanent wetland impacts <br /> anticipated under the proposed project. HDR will prepare a Mitigation Use Plan for use in <br /> purchasing credits from the Restoration Project. <br /> HDR Services <br /> 1. HDR will prepare a Mitigation Use Plan consistent with guidelines in the Washington State <br /> Interagency Review Team's Guidance to Applicants on Submittal Contents for Mitigation <br /> Bank Use Plans. <br /> Client Responsibilities <br /> 1. Provide a single consolidated, reconciled, and internally consistent set of review comments, <br /> free of conflicting direction and input, in response to draft work products. <br /> Assumptions <br /> 1. The Mitigation Use Plan will use results of the Wetland and Stream Delineation Report <br /> completed under Phase 1 to inform proposed wetland impacts. <br /> 2. The Mitigation Use Plan will be prepared based on one iteration of project impacts. <br /> Deliverables <br /> 1. Mitigation Use Plan (Draft and Final, PDF via email). <br /> Subtask 1000.06 Endangered Species Act Compliance <br /> Objective <br /> To the extent that wetlands are present within anticipated project areas and could be impacted <br /> by anticipated project activities, ESA compliance documentation consistent with Federal <br /> requirements will need to be prepared. <br /> HDR Services <br /> 1. U.S. Army Corps of Engineering permitting requirements will trigger Endangered Species <br /> Act (ESA) consultation with NOAA Fisheries and the U.S. Fish and Wildlife Service (the <br /> Services). HDR will prepare ESA compliance documentation to demonstrate to the Services <br /> that impacts to listed species are insignificant. HDR assumes the documentation will result <br /> in a determination of no effect or not likely to adversely affect. If informal consultation is <br /> required, the Services will write a concurrence letter. <br /> 2. This task will include a site visit by the HDR biologist preparing the ESA compliance <br /> documentation, agency consultation on ESA listed species, coordination with the project <br /> design team to determine appropriate conservation measures, and preparation of a draft <br /> and final ESA compliance document. <br /> 3.
