Assessment of the stability of the retaining wall attached to the south side <br /> of the building at 4841 Glenwood Avenue and a written report that accounts <br /> for how the wall complies with codes and that describes any deficiencies. <br /> d. Submission for approval of the building official a proposal for each wall <br /> separately to rectify any deficiencies. <br /> 2. Within five business days of the mailing of this Order, Peter Popov shall submit to the <br /> Everett building official a timeline for repairs, to include: the repair of the partially <br /> collapsed ecology block retaining wall, clean up of the affected neighboring properties, <br /> special inspections, approvals, and final certification by the Engineer of Record. <br /> 3. Peter Popov shall be fined for Three thousand five hundred dollars ($3,500.00) for <br /> violations of Chapter 16.01 of the Everett Municipal Code. Of this $3,500.00 fine, <br /> $3,000.00 will be suspended upon completion of the following actions: <br /> a. Within seven calendar days of the mailing of this Order,have the <br /> engineer of record, along with a licensed and bonded contractor and City <br /> staff, do a site visit to the 4841 Glenwood Avenue property and(1) <br /> implement measures for immediate, even if temporary, erosion and <br /> sedimentation control; and(2)implement measures for immediate, even if <br /> temporary, stabilization of the ecology block retaining wall. <br /> b. Within 60 calendar days of the mailing of this Order, have the engineer <br /> of record prepare, and submit to the City's Building Division for review a <br /> complete permit application,plans, and a design for the repair of the <br /> partially collapsed ecology block retaining wall that would be appropriate <br /> for the site conditions and that would provide for drainage by approved <br /> methods. <br /> c. Within 60 calendar days of the mailing of this Order,have the engineer of <br /> record assess the stability of the remainder of the ecology block retaining <br /> wall and a written report that accounts for how the wall complies with codes <br /> and that describes any deficiencies. <br /> d. Within 60 calendar days of the mailing of this Order, have the engineer <br /> of record assess the stability of the retaining wall attached to the south side <br /> of the building at 4841 Glenwood Avenue and a written report that accounts <br /> for how the wall complies with codes and that describes any deficiencies. <br /> e. Within 60 calendar days of the mailing of this Order,have the engineer of <br /> record submit for review and approval of the building official a complete <br /> permit application for the ecology block retaining wall to rectify any <br /> deficiencies. <br />
