Waggoner dated 10/08/81 <br /> After due consideration of the evidence presented by the Applicant; evidence <br /> elicited during the public hearing; and as the personal inspection of the subject <br /> property and surrounding areas by the Hearing Examiner, the following findings of <br /> fact and conclusions constitute the basis of the recommendation of the Hearing <br /> Examiner. <br /> FINDINGS OF FACT <br /> 1. The Applicant has requested approval of Special Property Use Permit for <br /> property located at 9514 Evergreen Way, Everett, Washington, and more <br /> particularly described as set forth above. <br /> 2. The specific request is for a Special Property Use Permit for the construction <br /> of a fire station that will house two equipment bays and a police reporting <br /> office. <br /> 3. The subject property is zoned C-1, General Commercial. This zoning is <br /> established in the City of Everett Zoning Code. <br /> 4. The subject property is a parcel of 28,000 square feet. The proposed <br /> structure to be erected on the subject property will be a building consisting of <br /> 5,106 square feet. <br /> 5. The subject property has historically been used as a car lot and there <br /> currently are some structures on the property. <br /> 6. The subject property, as proposed, will be developed so that the fire station <br /> and police reporting station building will be on the southern portion of the <br /> site and portions of the remaining part of the site that is not developed will <br /> be leased out in the future. <br /> 7. The surrounding land use and zoning of properties adjacent to the subject <br /> property are as follows: <br /> North: Single-Family/C-1; South: Commercial/C-1; East: Single-Family/C-1; <br /> West: Single-Family/Snohomish County <br /> 8. The Everett Planning Department testified that there is some concern as to <br /> the compatibility of the proposed use and the surrounding properties. Mainly, <br /> the subject property is bounded on three sides by single-family development <br /> and these developments and residents on the developments are sensitive to <br /> the noise, light and glare that would be generated by fire station activities. <br /> Thus according to the Everett Planning Department, designs that will <br /> mitigate these activities must be utilized in order to protect the surrounding <br /> properties. <br /> 18 <br /> -2- <br />
