. , i
,
other information on file with ihe City. The listed requirements are placed in response to our j
revicw ofthis information: i

AGENCIES WITH 1URISDICTION: None I
I
MITIGATION OF ADVERSE IMPACTS BY SEPA: Same as previously stated.
MITIGATION REQUIRED BY EXISTING CODES AND ORDINANCES
Under mitigation required by the existing codes end ordinences in the previous DNS, items 5 and
6 arc deleted and the following are additional conditions for this proposal:
I. Water quality enhancement of stormwater ruuoff from the paved ereas must occur, per City
standards, prior to discharge of the stortnwater from the site or to a stream or wetland.
2. Stortnwater detention/retention, quality protection, and enhancement requirements for this
project shall be those requirements in effect at the time of application for Public Works
permits. Currently, three options for stortnwater quality enhancement are presented in the
current Ciry standards. The least preferred option is allowed only if the 6rst two options are
infeasible in the opir, ion of the Public Works Depertment. The options for stortnwater quality
enhencement are, in order of preterence:
(a) an infiltration basin designed and constructed according to City standards, if suitable
soils cxist on the sitc;
(b) a wetpond designed and constructed ro City stenderds; and
(c) a baHle-type oil/water separator followed by a vegetated swale, both designed and
constructed according ro Ciry standards.
1
3. The presence of wetlands on the site indicates that the soils are probably not suitable for
infiltration. Howevcr, it does appear that a wetpond is feasible, particularly if the City's
wetvault/wetlend treatment cell option is utilized. Therefore, a wetpond will be required '
instcad of a baHle-type oiVw•ater separator in series with a vegetated swale.
4. No stormwater facilities, with the exception of neccssary discharge systems, may be located r
inside wetland or stream buffer areas. Natural wetlands may not be used for detcntion of
stormwater.
5. Devclopment of thc site must not adversely affect the hydrology of the adjacent site's
wetlands. The quantity and rate of water entering the wetlands must be detertnined for
current conditions. Under developed conditions a similar rate vid quantity of roof dreinage or
treated runotT must continue to be discharged to the wetland(s). Prior to aPplication for
building pertnits and plan review by the Public Works Department, a charactenzation of the
hydrology of thc wetland(s) on or adjacent to this pro'ect that may be affected by the
dcvelopment of this site must be submitted to and approveby the Planning Department.
6. On-site detention is rcquired per City standards, OR, in lieu of providing on-site detcntion, if
thc downstream stortnwater systems have the capacity to handle the additional runoff,
payment to Citv Drainage Fund k340 is allowed by the City. M easement from the
Department of Transportntion will probably be required for stortnwater discharge north to
their systcm. Detention of stortnwater before discharge may be a requirement of the
Department ofTransportation.
i
z
