• <br /> 15 <br /> Structure and Organization <br /> In the event of(CART activation, the Primary Jurisdiction Agency shall maintain Incident <br /> Command. ICART will serve as a specialized resource comprised of experts, <br /> equipment, and a planned strategy to respond to reports of missing and/or abducted <br /> children. The composition of ICART implies multiple agencies or jurisdictions may be <br /> responding and it is imperative that a command and control structure and policy be in <br /> place, understood, and agreed to prior to activation. An investigator from the Primary <br /> Jurisdiction Agency will be integrated into the Field Investigations Group whenever <br /> possible. Additional members of the.Primary Jurisdiction Agency as well as other law <br /> enforcement agencies may be integrated into the ICART as needed. ICART will <br /> maintain an organizational chart detailing authority and assignments within the ICART <br /> component as well as the Incident.Command responsibilities of the Primary Jurisdiction <br /> Agency. <br /> Incident Command <br /> ICART operates under the Incident Management System to organize, structure, <br /> document; and guide all operations. The Primary Jurisdiction Agency shall be <br /> responsible for establishing an Incident Commander and Incident Command System <br /> (ICS) including the following components as needed; Planning Section, Logistics <br /> Section, Finance/Administration Section, Staging Area Manager, Liaison Officer, and <br /> Safety,Officer as needed. <br /> The ICART Commander shall report to the Incident Commander and shall establish the <br /> Operations Section of the ICS and serve as the Operations Section Chief responsible <br /> for directing and leading the missing or abducted child investigation. The ICART <br /> Commander shall have final authority as to deployment and/or removal of (CART <br /> personnel. <br /> The (CART will establish the following ICS components under the Operations Section: <br /> Assignments <br /> Operations Section Chief(ICART Commander) <br /> Deputy Operations Section Chief(ICART Asst. Commander) <br /> Public Information Officer <br /> Legal Officer <br /> Investigations Branch Director <br /> Field Investigations Group # 1 Supervisor <br /> Lead Management Group#2 Supervisor <br /> Search Operations Group# 3 Supervisor <br /> 12 <br /> 66 <br />
