AN ORDINANCE of the Everett City Council concerning a vote on sue of creating districts to elect five of seven Everett City Councilmembers and requesting that the Snohomish County Auditor place this measure on the November 2017 ballot. WHEREAS,the Everett City Charter was adopted at a Special Election held June 25, 1968, and amended in 1978, 1982, 1996,2006 and 2016; and WHEREAS, Section 2.1 of the Charter provides: "The elective officers of the city shall be the mayor and seven(7) council members, all of whom shall be elected by majority vote from the city at large"; and WHEREAS,Everett Districts Now(EDN), residents of Everett, have undertaken an petition drive to change Everett's foul'.of Council representation from at large to a combination of at large and districts; and WHEREAS, for a change to occur in Council representation from at large to districting, Section 2.1 of the City Charter must be amended by a vote of the people; and WHEREAS, the Council was informed by the Snohomish County Auditor's Office on that EDN has submitted the requisite number of signatures and is deemed to have been presented to Council; NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: Section 1: An election shall be held to seek the advice of the electors of the City on the following measure, as it may be revised by the City Attorney in accordance with Section 3 below: PROPOSITION#1 City of Everett Proposed Charter Amendment concerns creating districts to elect five of seven Everett City Councilmembers. This measure requires election of five City Councilmembers by district and two from the City at-large. Candidates must establish residency one year before election. Every decade a commission re-draws districts to equalize district populations. Councilmembers elected in 2017 serve transitional 2-year terms. In 2019, elections occur 12
