y, <br /> i <br /> lipp. _ _ <br /> ORDINANCE NO. -'' _ <br /> 4 >,_. t. <br /> AN ORDINANCE of the Everett City Council concerning a vote on sue of <br /> creating districts to elect five of seven Everett City Councilmembers and requesting that <br /> the Snohomish County Auditor place this measure on the November 2017 ballot. <br /> WHEREAS,the Everett City Charter was adopted at a Special Election held June 25, <br /> 1968, and amended in 1978, 1982, 1996,2006 and 2016; and <br /> WHEREAS, Section 2.1 of the Charter provides: "The elective officers of the city shall <br /> be the mayor and seven(7) council members, all of whom shall be elected by majority <br /> vote from the city at large"; and <br /> WHEREAS,Everett Districts Now(EDN), residents of Everett, have undertaken an <br /> petition drive to change Everett's foul'.of Council representation from at large to a <br /> combination of at large and districts; and <br /> WHEREAS, for a change to occur in Council representation from at large to districting, <br /> Section 2.1 of the City Charter must be amended by a vote of the people; and <br /> WHEREAS, the Council was informed by the Snohomish County Auditor's Office on <br /> that EDN has submitted the requisite number of signatures and is <br /> deemed to have been presented to Council; <br /> NOW, THEREFORE, THE CITY OF EVERETT DOES ORDAIN: <br /> Section 1: An election shall be held to seek the advice of the electors of the City on the <br /> following measure, as it may be revised by the City Attorney in accordance with Section <br /> 3 below: <br /> PROPOSITION#1 <br /> City of Everett Proposed Charter Amendment concerns creating districts to elect <br /> five of seven Everett City Councilmembers. <br /> This measure requires election of five City Councilmembers by district and two <br /> from the City at-large. Candidates must establish residency one year before election. <br /> Every decade a commission re-draws districts to equalize district populations. <br /> Councilmembers elected in 2017 serve transitional 2-year terms. In 2019, elections occur <br /> 12 <br />
