November 4, 2015 <br /> holiday, the next City Council meeting will be held on Tuesday, November <br /> 10, 2015, 12:30 p.m. <br /> ADMINISTRATION UPDATE ON PRIOR BUSINESS <br /> Debra Bryant, Administration, stated there were previous questions about <br /> the amount of funding available for low-barrier housing. <br /> Deputy City Attorney David Hall provided additional information about <br /> Community Development Block Grant (CDBG) and Home Investment <br /> Partnership (HOME) program funding and the use of funds for low-barrier <br /> housing. <br /> CITY ATTORNEY <br /> City Attorney Iles requested an executive session, anticipated to last no <br /> longer than 20 minutes, concerning a potential litigation matter pursuant to <br /> RCW 42.30.110(1)(i)(b)(c) with no announcement to follow. <br /> CITIZEN COMMENTS <br /> Willie Russell, Everett, spoke regarding the treatment of homeless <br /> individuals in the city of Everett. <br /> Jackie Minchew, Everett, spoke about climate change and TransCanada's <br /> request to the State Department to suspend the review process for the <br /> Keystone XL pipeline. <br /> Mike Lapointe, Everett, spoke against the recently adopted aggressive <br /> panhandling ordinance and the treatment of the homeless in the city of <br /> Everett. <br /> 359 <br />
