Site visits/meetings can be used to attend the onsite construction meetings,review <br /> construction progress,meet with the contractor,meet with City staff,and other activities. <br /> 2.7 Attending commissioning and start-up. BHC;FSi(building mechanical)and Casne(electrical)will <br /> participate in start-up activities. Casne's scope of work is described in the following paragraphs. The start-up <br /> and commissioning scope and budget assumes that LS33 and LS43 will undergo start-up and commissioning on <br /> consecutive days and that our lead design engineer will be onsite up to 40 hours. Additional office time,24 <br /> hours,will be required for documentation and review. • <br /> Casne(electrical)will participate in shop and field testing. Shop and field testing are the two major portions of <br /> electrical startup. The tested components shall include the MCC,drives and controls wired up in the shop to <br /> simulate the operation and verify all operator interface and SCADA screen operation. Casne will produce test <br /> checklists for both the shop and field test and a letter of incomplete items for both tests. Casne will then come . <br /> back and witness operation to verify the incomplete items have been addressed. Upon completion of these <br /> activities,Casne will produce a start-up report that includes the shop and field test checklists,shop and field test <br /> letters documenting incomplete items,and a final letter confirming the incomplete electrical items have been <br /> addressed. <br /> Electrical commissioning includes watching for problems as electrical system operates over a period of time until <br /> • final acceptance. Casne will assist the City in answering questions as problems arise. <br /> 2.8 Assisting in preparing the punch list: BHC and the subconsultant team will attend the substantial <br /> completion site visit and provide recommendations to supplement the City prepared punch list. BHC will provide <br /> up to one additional site visit to verify completion of the punch list. It is assumed that the completion of <br /> remaining items on the punch list will be verified City forces. <br /> 2.9 Reviewing Record Drawings. As part of the day-to-day construction management,the City will document <br /> • <br /> construction activities and any field changes. As the project reaches completion,the City will prepare and draft <br /> the record drawings. BHC and the subconsultant team will review the City prepared record drawings to verify <br /> the design changes that are part of the contract change initiatives have been incorporated. At the request of the <br /> City,BHC and the subconsultant team will provide a general review of the draft record drawings. Perteet will <br /> prepare an updated base map with as-constructed field information for inclusion into City's GIS system. <br /> • 2.10Preparing ��CO.� report. BHC will prepare a MArelC-i compiling CQA documentation and <br /> . <br /> summarizing the results of CQA activities for the work. The CQA Officerwill prepare a statement declaring that, . <br /> based on completion of the CQA activities described in this CQA plan and in his professional engineering <br /> judgment and opinion,that LPSB,LFG system components,leachate facility,and geomembrane repairs were <br /> constructed in general conformance with the plans and construction specifications and that the materials used in <br /> construction were in general conformance with the construction specifications. Documentation of construction <br /> activities such as daily reports,photographs,compaction monitoring results,record drawings,etc.will be <br /> provided by the others for incorporation into the report. A Draft CQA report will be prepared and submitted to the <br /> City for review. Comments received from the City will be incorporated into the Final CQA Report to be submitted <br /> to Ecology. If Ecology requires changes to the Final CQA Report,additional budget may be required. <br /> 2.11 Preparing a Declaration of Construction Completion. BHC will prepare a Declaration of Construction <br /> Completion and will submit the signed declaration along with record drawings to the DOE.
