consist of a combination of the following four elements as <br /> determined by the City' s Traffic Engineer: a) the proposed <br /> improvements required to be constructed by the applicant; b) the <br /> contribution to the City for the development's fair share costs <br /> of identified future transportation improvements; c) proposed <br /> methods of compliance with the requirements of Section 10 (B) and <br /> 10 (D) , of this ordinance; d) proposed methods of compliance <br /> with the requirements of all adopted Local Transportation Plans <br /> within the Study Area. <br /> The City has the authority to establish and adopt Local <br /> Transportation Plans. A Local Transportation Plan is a plan <br /> established and adopted by the City for the purposes of limiting <br /> the transportation impacts to the extent practical within a <br /> defined Local area. The development of a Local Transportation <br /> Plan may, with the concurrence of the project proponent, delay <br /> the issuance of the SEPA threshold determination. <br /> B. The project proponent is required to mitigate the <br /> transportation facility to an acceptable Level of Service or to <br /> maintain an acceptable Level of Service on any transportation <br /> facility in the Study Area. The acceptability of Levels of <br /> Service is defined in 1 , 2, and 3 below: <br /> 1 . Level of Service "A" through "D" is considered <br /> acceptable. <br /> 2. When the City' s Traffic Engineer and the Responsible <br /> Official determine that the required mitigating <br /> improvements, to create or maintain a Level of <br /> Service of "D" or better, are practical , Level of <br /> Service "E" or "F" is considered not acceptable <br /> unless City Council has approved Level of Service "E" <br /> or "F" as provided for herein. <br /> 3. When the City' s Traffic Engineer and the Responsible <br /> Official determine that the required mitigating <br /> improvements to create or maintain a Level of Service <br /> of "D" or better may not be practical , City Council <br /> may make a determination that Level of Service "E" or <br /> "F" is acceptable in conjunction with consideration <br /> of a Local Transportation Plan. Consideration of a <br /> proposal to accept a Level of Service of "E" or "F" <br /> and consideration of a Local Transportation Plan <br /> shall be made following a public hearing. <br /> Notification for the hearing shall be provided in the <br /> City' s official public newspaper. In addition, <br /> notification shall be provided to those <br /> 3 <br />
