• <br /> Service of "D" or better, are practical , Level of <br /> Service "E" or "F" is considered not acceptable. <br /> 3. When the City' s Traffic Engineer and the Responsible <br /> Official determine that the required mitigating <br /> improvements to create or maintain a Level of Service <br /> of "D" or better may not be practical , then the <br /> project proponent is required to use all measures <br /> which are reasonable and capable of being <br /> accomplished to mitigate the impact on facilities <br /> including transportation improvements and TDM <br /> measures. When the Responsible Official finds that <br /> despite the imposition of reasonable mitigation <br /> measures the proposal may have probable significant <br /> adverse environmental impacts, the Responsible <br /> Official shall issue a Determination of Significance <br /> on the issue of traffic in which case the project <br /> proponent shall do a limited scope EIS on traffic. <br /> Other environmental impacts must be addressed as <br /> appropriate based upon the SEPA review. The limited <br /> scope EIS on traffic shall contain an analysis of all <br /> reasonable mitigation measures including TDM <br /> measures. On the basis of the analysis in the <br /> limited scope EIS on traffic, the Responsible <br /> Official shall determine whether reasonable <br /> mitigation measures are sufficient to mitigate the <br /> identified significant adverse traffic impacts. <br /> C. The development' s fair share cost to the City for the <br /> required future transportation improvements shall be determined by the <br /> summation of the following two types of facility improvements <br /> (inclusions of county, state and/or other city facilities shall be <br /> required when the City' s Traffic Engineer deems it appropriate) : <br /> 1 . Where the need to provide mitigation for a facility <br /> is directly related to the developments traffic and <br /> would not be required at the horizon year if the <br /> development was not constructed, the cost for the <br /> mitigation(s) will be entirely borne by the <br /> development. Additionally or in lieu of payment, the <br /> Traffic Engineer and Responsible Official may require <br /> that the development design to City standards and <br /> construct the improvement. The Traffic Engineer and <br /> the Responsible Official shall make the determination <br /> when said construction is to be completed. In the <br /> event the City' s Traffic Engineer identifies more <br /> than one development under simultaneous review, <br /> cumulative impacts and distribution of mitigation <br /> costs shall be considered; and <br /> 6 <br />
