1 Section 2: POWERS OF THE DIRECTOR. <br /> 2 The Director or his/her designee shall have the power to: <br /> 3 A. Prepare rules and procedures as needed to implement this <br /> 4 ordinance and adopt such rules and procedures as are required to implement <br /> 5 the regulations or to carry out other enforcement responsibilities under <br /> 6 this ordinance or Ordinance No. 514-78 (EMC 14.28) . <br /> 7 B. Administer and enforce this code and all rules and procedures <br /> 8 adopted hereunder relating to the design, construction, maintenance, <br /> 9 operation and alteration of the surface water system. <br /> 10 C. Inspect public and private surface water systems as necessary to <br /> 11 determine the compliance of the surface water system with this ordinance and <br /> 12 Ordinance No. 514-78 (EMC 14.28) and any regulations adopted thereunder. <br /> 13 D. Review drainage plans and revisions thereto regarding adequacy of <br /> 14 the surface water system. <br /> 15 Section 3: POLICY FOR NATURAL WATERS ENUNCIATED. <br /> 16 The City, in recognition of the state of Washington's interest in the <br /> 17 quality of natural waters of the state, some of which lie within the <br /> 18 jurisdictional boundaries of the City, proclaims a public policy of working <br /> 19 cooperatively with the state government in a joint effort to minimize <br /> 20 sources of water quality degradation, while at the same time preserving and <br /> 21 vigorously exercising City powers to provide that high standards of water <br /> 22 quality within the City shall be maintained. <br /> 23 No part of this section is intended to or shall be construed as <br /> 24 abrogating the authority or powers of the United States Government or the <br /> 25 State of Washington. <br /> 26 The importance of this policy is such that owners, tenants, occupants, <br /> 27 operators, employees, or any other person in any manner causing or <br /> 28 contributing to unsafe conditions in the surface water system shall be <br /> 29 liable for violation of this ordinance. <br /> 30 Section 4: DISCHARGE OF POLLUTING MATTER IN RECEIVING BODIES OF WATER <br /> PROHIBITED. <br /> 31 <br /> It is unlawful for any person to throw, drain, run, or otherwise <br /> 32 <br /> discharge into the surface water system, or to cause, permit or suffer to be <br /> 2 <br />
