The Traffic Analysis shall be paid for by the project <br /> 2 proponent, and shall be prepared by a licensed professional <br /> engineer with standing in the Institute of Transportation <br /> 3 Engineers. Those developments not required to prepare a Traffic <br /> Analysis shall conform to the provisions of Section 11 of this <br /> 4 ordinance. <br /> 5 Section 2: That Section 4 of Ordinance No. 1670-89 which reads as <br /> 6 follows: <br /> 7 <br /> 8 Section 4: The study area for the analysis shall include <br /> all of the transportation system which meets any or all of the <br /> 9 following criteria (note: the study area shall not be limited to <br /> the Everett City limits and shall examine County and State <br /> 10 roadways if impacted by the development) : <br /> 11 A. The trips projected to use a particular facility <br /> equal or exceed fifty (50) or more additional (new) peak hour <br /> 12 (inbound and outbound) trips; and <br /> 13 B. The trips projected to use a particular facility <br /> equal or exceed twenty (20) percent of the existing daily trips, <br /> 14 in either one or both directions, using that facility. <br /> 15 be and the same is hereby amended to read as follows: <br /> 16 <br /> 17 Section 4: To address cumulative impacts to the <br /> transportation system, the Traffic Analysis shall assign and <br /> 18 distribute the proposed development' s peak hour (inbound and <br /> outbound) trips to the transportation system, down to, and <br /> 19 including the minimum threshold level of 10 development generated <br /> peak hour (inbound and outbound) trips. Trip generation rates <br /> 20 and directional distribution shall conform to the Institute of <br /> Transportation Engineers Trip Generation Manual , 4th Edition, <br /> 21 unless otherwise required or approved by the City's Traffic <br /> Engineer. The study area, hereinafter referred to as the "Study <br /> 22 Area," shall be defined as the area that includes all of the <br /> transportation system which is projected to be used by said 10 <br /> 23 trips. The Study Area shall not be limited to the Everett city <br /> limits, but shall include county, state and other city roadways. <br /> 24 Provided, however, for projects which have region wide traffic <br /> impacts, the Traffic Engineer may limit the scope of the study <br /> 25 area. Region wide traffic impacts will be determined on a case <br /> by case basis in consultation with the County, State and other <br /> 26 appropriate jurisdictions. <br /> 27 Section 3: That Section 5 of Ordinance No. 1670-89 which reads as <br /> 28 follows: <br /> 29 <br /> 30 Section 5: The base traffic for the analysis shall include <br /> existing traffic plus traffic generated by any project approved <br /> 31 under SEPA, or any proposed project currently under review by the <br /> City. A four (4) percent background growth factor compounded <br /> 32 annually shall be assumed. <br /> 2 <br />
