• <br /> 1 Traffic Engineer identifies more than one development <br /> under simultaneous review, cumulative impacts and <br /> 2 distribution of mitigation costs may be considered; <br /> and <br /> 3 <br /> 2. On transportation facilities where the need to <br /> 4 construct improvements, by the horizon year, to a <br /> facility would be needed regardless of the proposed <br /> 5 development, the adverse traffic impacts of the <br /> development will be considered mitigated by a <br /> 6 contribution of a share of the costs for the <br /> improvements based on the developments percentage of: <br /> 7 the total peak hour traffic trips at the horizon year <br /> on the facility less existing peak hour traffic <br /> 8 volumes. <br /> 9 <br /> be and the same is hereby amended to read as follows: <br /> 10 <br /> 11 Section 9: <br /> 12 A. The Traffic Analysis shall identify and/or include <br /> the following three elements: (1 ) the required transportation <br /> 13 system improvements as required by this ordinance; (2) the <br /> associated planning level cost estimates for said improvements; <br /> 14 (3) a proposed Mitigation Plan. The Mitigation Plan shall <br /> consist of a combination of the following four elements as <br /> 15 determined by the City' s Traffic Engineer: a) the proposed <br /> improvements required to be constructed by the applicant; b) the <br /> 16 contribution to the City for the development' s fair share costs <br /> of identified future transportation improvements; c) proposed <br /> 17 methods of compliance with the requirements of Section 10 (B) and <br /> 10 (D) , of this ordinance; d) proposed methods of compliance <br /> 18 with the requirements of all adopted Local Transportation Plans <br /> within the Study Area. <br /> 19 <br /> The City has the authority to establish and adopt Local <br /> 20 Transportation Plans. A Local Transportation Plan is a plan <br /> established and adopted by the City for the purposes of limiting <br /> 21 the transportation impacts to the extent practical within a <br /> defined Local area. The development of a Local Transportation <br /> 22 Plan may, with the concurrence of the project proponent, delay <br /> the issuance of the SEPA threshold determination. <br /> 23 <br /> B. The project proponent is required to mitigate the <br /> 24 transportation facility to an acceptable Level of Service or to <br /> maintain an acceptable Level of Service on any transportation <br /> 25 facility in the Study Area. The acceptability of Levels of <br /> Service is defined in 1 , 2, and 3 below: <br /> 26 <br /> 1 . Level of Service "A" through "D" is considered <br /> 27 acceptable. <br /> 28 2. When the City' s Traffic Engineer and the Responsible <br /> Official determine that the required mitigating <br /> 29 improvements, to create or maintain a Level of <br /> Service of "D" or better, are practical , Level of <br /> 30 Service "E" or "F" is considered not acceptable <br /> unless City Council has approved Level of Service "E" <br /> 31 or "F" as provided for herein. <br /> 32 <br /> 4 <br />
