• <br /> 1 transfer vacation leave in excess of the amount specified in the request. <br /> 2 All donations of leave shall be voluntary. The Department Head shall <br /> 3 determine that no significant increase in City costs will occur as a result <br /> 4 of a donation of leave. <br /> 5 E. A donor employee may transfer leave from one department to an <br /> 6 employee of the same department, or, with the concurrence of both Department <br /> 7 Heads, to an employee of another department. <br /> 8 F. While a donee employee is using shared leave, he or she will <br /> 9 continue to be classified as a City employee and shall receive the same <br /> 10 treatment, in respect to salary and benefits, as the employee would <br /> 11 otherwise receive if using vacation leave. <br /> 12 <br /> 1 . All salary benefits payments made to the donee <br /> 13 employee on a shared leave shall be made by the department <br /> employing the person using the shared leave. <br /> 14 <br /> 2. The donee employee' s salary rate shall not change as <br /> 15 a result of being on shared leave nor, under any circumstances, <br /> shall the total of the donee employee' s salary and other <br /> 16 benefits, including but not limited to state industrial insurance <br /> or any other benefit received as result of payment by the City to <br /> 17 an insurer, health care provider, or pension system, exceed the <br /> total of salary and benefits which the donee employee would have <br /> 18 received had he or she been in a regular pay status. <br /> 19 <br /> G. Vacation leave shall be transferred on a hour-for-hour basis. <br /> 20 <br /> The minimum allowable transfer of vacation leave shall be in four (4) hour <br /> 21 <br /> increments. <br /> 22 <br /> H. The Personnel Department shall be responsible for monitoring the <br /> 23 <br /> donated leave and shared leave, and shall also be responsible for initiating <br /> 24 <br /> the Personnel/Payroll Action Form adjusting the accrued leave balances to <br /> 25 <br /> show the transferred leave for both the donor and recipient. The Finance <br /> 26 <br /> Director shall determine the appropriate fund transfers and budget <br /> 27 <br /> amendments as needed for City Council action. Records of all leave time <br /> 28 <br /> transferred shall be maintained. <br /> 29 <br /> I . Once vacation leave is transferred to the donee employee, that <br /> 30 <br /> vacation leave shall henceforth remain in the donee employee's accrual until <br /> 31 <br /> exhausted and shall not revert back to the original donor employee. <br /> 32 <br /> 3 <br />
