• <br /> • <br /> • <br /> 1 directed that Lot 20 be added to the final assessment roll for <br /> 2 the District in which it properly should be included to be <br /> 3 assessed in accordance with the benefits accruing to it in <br /> 4 proportion to the assessments levied upon other property in the <br /> 5 District ; and <br /> 6 WHEREAS, the assessment roll , including Lot 20, levying the <br /> 7 special assessments against the property located in the District <br /> 8 and benefited by the improvements has been filed with the City <br /> 9 Clerk as provided by law; and <br /> 10 WHEREAS, notice of the time and place of hearing thereon <br /> 11 and making objections and protests to the roll was published at <br /> 12 and for the time and in the manner provided by law fixing the <br /> 13 time and place of hearing thereon for the 18th day of July, <br /> 14 1990 , at the hour of 7 : 00 p.m. , local time, in the Council <br /> 15 Chambers in the City Hall , Everett , Washington, and further <br /> 16 notice thereof was mailed by the City Clerk to each property <br /> 17 owner shown on the roll ; and <br /> 18 WHEREAS, at the time and place fixed and designated in the <br /> 19 notice the hearing was held, all written protests received were <br /> 20 considered and all persons appearing at the hearing who wished <br /> 21 to be heard were heard, and the City Council , sitting and acting <br /> 22 as a Board of Equalization for the purpose of considering the <br /> 23 roll andthe special benefits to be received by each lot , parcel <br /> 24 and tract of land shown upon such roll , including the increase <br /> 25 and enhancement of the fair market value of each such parcel of <br /> - 2 - <br />
