The actual number of trees planted shall be <br /> determined by the Planning Department based <br /> upon comments by the Applicant's Landscape <br /> Architect and the City's Parks Department. <br /> The Planning Department may approve other <br /> replacement species if they provide better <br /> year around visual buffers and equal or <br /> greater habitat value. <br /> c. Restoration shall include installation and <br /> maintenance of interim and emergency <br /> erosion control measures until such time as <br /> the restored ground cover and trees reach <br /> sufficient maturation to function. <br /> For any parcel on which trees and/or ground <br /> cover are improperly removed, the City shall <br /> stop work on any existing permits on the <br /> closest structure and halt the issuance of any <br /> or all future permits or approvals for the <br /> development of that parcel until the fees are <br /> paid and the property is appropriately planted <br /> and erosion control measures installed, through <br /> compliance with items a through c above, as <br /> deemed appropriate by the City. However, the <br /> City may allow bonding for the plantings if <br /> seasonal planting restrictions apply. <br /> 2. Design and Administrative Controls: The <br /> Applicant will use the following methods during <br /> design, construction, and after completion of the <br /> proposal : <br /> a. During Design: <br /> 1 . Site design will be in sufficient <br /> detail to avoid conflicts with native <br /> growth areas and wetlands. The design <br /> will minimize intrusion into steep <br /> slope areas. <br /> 2 . Layout of trails, etc. will not <br /> encourage circulation through sensitive <br /> areas. <br /> 3 . The landscape plan will describe <br /> procedures for dealing with disturbed <br /> areas including: erosion control, use <br /> of native species, avoiding abrupt <br /> grade transitions, and use of large <br /> caliper trees, where appropriate. <br /> 4 . Barrier vegetation will be used to <br /> discourage users from leaving <br /> designated trails. <br /> b. During Construction: Construction <br /> procedures will be clearly described in <br /> working drawings, including: <br /> 1 . Limits of native growth easements shown <br /> on grading plans <br /> 2 . Temporary protective fencing <br /> 3 . No machinery/materials within driplines <br /> of trees to be saved <br /> 4. Root pruning procedures <br /> 9 <br />
