purpose of the sidewalk shall be to provide a <br /> continuous walkway from each building to the Merrill <br /> Creek Parkway on the internal private roadways and <br /> to provide walkways between the phases where common <br /> access and facilities are provided. This sidewalk <br /> system shall be separate from the trail system <br /> provided for recreational purposes (See <br /> requirements under Open Space/Recreation) . Any <br /> Short Subdivision approval must provide for and <br /> ensure the continuation of common access over the <br /> entire site's pedestrian system. This requirement <br /> is in addition to the sidewalk system required in <br /> the public right-of-way. <br /> b. Vehicle Circulation: <br /> 1 . The access to Phase 4 from Merrill Creek Parkway <br /> shall be a public street. <br /> Dedication of 60 feet of right-of-way for the new <br /> public street system is required, except that the <br /> right-of-way width dedication within the single <br /> family plat will be determined in the subdivision <br /> process and must meet all subdivision <br /> regulations. <br /> Full standard street improvements are required to <br /> the new street, including but not limited to <br /> curb, gutter, and sidewalk on both sides. The <br /> street shall be constructed to City Design and <br /> Construction Standard #301; except that a <br /> boulevard is permitted if approved in the <br /> subdivision process. The new public street shall <br /> be a minimum of 36 feet wide, curb to curb, from <br /> the Merrill Creek Parkway to Phase 4; except the <br /> street width within the single family plat shall <br /> be determined in the subdivision process and must <br /> meet all subdivision regulations. A planted <br /> median may be permitted as part of the public <br /> street if approved by the Public Works <br /> Department. <br /> 2. Prior to final approval of a short subdivision or <br /> subdivision, common access easement agreements <br /> must be provided between any phases where <br /> driveways will be shared. In addition, a common <br /> parking easement must be provided between Phases <br /> 4 and 2 if a shared recreation center is <br /> proposed. <br /> OFF-SITE TRAFFIC IMPACTS <br /> a. This project's traffic impacts on off-site streets <br /> and intersections are identified in the Traffic <br /> Study by Entranco Engineers entitled "South Everett <br /> Area Residential Developments Traffic Impact <br /> Analysis" (November 1988) and the update by KJS <br /> Associates for the "Response to Everett Planning <br /> Commission" (September 1989 ) . The project must <br /> finance its proportionate share of the costs of <br /> these improvements and must make payment to the <br /> appropriate fund before issuance of Building permits <br /> for the second development phase. The developer <br /> will receive credit against its obligations under <br /> this paragraph for the costs actually expended under <br /> paragraph b below: <br /> 15 <br />
