'I . • • <br /> b. The developer shall provide the following <br /> improvements prior to issuance of occupancy permits <br /> for the first phase of development: <br /> 1 . Glenwood Avenue/Merrill Creek Parkway - install a <br /> fully actuated traffic signal . <br /> 2. Madison Street/Evergreen Way - construct an <br /> eastbound right turn only lane, install eastbound <br /> and westbound left turn signalization, and <br /> modify signals as needed. <br /> 3 . Madison Street/Beverly Lane - provide funding to <br /> re-stripe Madison Street to four lanes from Upper <br /> Ridge Road to Evergreen Way and modify the <br /> existing signals at Madison/Beverly Lane for the <br /> four lane roadway; the City will monitor traffic <br /> volumes on Madison Street and install the four <br /> lane configuration when warranted; and <br /> 4 . Glenwood Avenue/Future Madison Place (Previously <br /> Upper Ridge Road) - install a fully actuated <br /> traffic signal ; timing of installation will <br /> depend on construction of the new Madison Place <br /> roadway. <br /> c. At least one bus pullout and shelter must be provided <br /> on the property's frontage on Merrill Creek Parkway <br /> prior to issuance of occupancy permits for the first <br /> phase constructed, with the location to be approved <br /> by the Public Works Department. <br /> d. Note: In the event there is additional mitigation <br /> required under the SEPA polices in effect at time of <br /> submittal of applications for each phase, the <br /> phase(s) shall be reviewed in accordance with those <br /> policies. <br /> Approvals shall be granted for a single phase of the <br /> master plan and shall proceed a single phase at a <br /> time. After seventy-five (75) percent occupancy of <br /> each phase, traffic reviews for subsequent phases <br /> shall be conducted to monitor actual traffic against <br /> those projected in the Merrill Creek Final <br /> Environmental Impact Statement. Building permits for <br /> subsequent phases shall not be granted until traffic <br /> impacts are mitigated in accordance with the revised <br /> traffic review. <br /> ACCESS TO ADJACENT PROPERTIES <br /> a. Dilgard Property: The Applicant must provide an <br /> easement for access and utilities to developable <br /> property on the Dilgard site which must be approved <br /> by the City before final approval of the subdivision. <br /> The access easement shall be in the approximate <br /> location shown on the master site plan (Exhibit B) <br /> with final location subject to approval of the Public <br /> Works Director. <br /> b. Zevenbergen Property: The Applicant must provide an <br /> easement for access and utilities to developable <br /> property in the southwest portion of the Zevenbergen <br /> site, which must be approved by the City before final <br /> approval of the subdivision or issuance of permits on <br /> Phase 1. <br /> Additional detailed analysis must be submitted by the <br /> Zevenbergens within six months of the date of <br /> 16 <br />
