• <br /> the common open space may be averaged over those <br /> phases if approved by the Planning Department. The <br /> required common space may be divided into separate <br /> areas of not less than five hundred (500) square <br /> feet each with the minimum dimension of each area <br /> being not less than 20 feet. Open space may be <br /> developed with lawn, landscaping, active recreation <br /> areas, courtyards and walkways. Bark or gravel <br /> covering of required open spaces shall not exceed 10 <br /> percent. Landscaping of parking lots, sidewalks and <br /> trail systems shall not be counted in meeting this <br /> requirement. Open space calculations shall be shown <br /> on the site plan submitted for future SEPA reviews. <br /> b. Recreation Facilities: Recreational facilities must <br /> be provided or made available to each phase of <br /> development, including the single family plat. The <br /> types of recreational facilities constructed shall <br /> generally be in conformance with the approved master <br /> plan. The facilities shall be balanced by age <br /> group, indoor/outdoor facilities, and large/small <br /> recreational areas. The amount of required <br /> recreational facilities is based upon standards <br /> contained in the Everett Parks and Recreation Plan <br /> and shall be determined using the following formula: <br /> Projected population x .01 = # Acres Recreational <br /> Impact <br /> 1. For purposes of this section, projected <br /> population will be determined using the <br /> following method: <br /> Dwelling Size (Gross Sq. Footage) Population <br /> less than 600 square feet 1 <br /> 600 to 900 square feet 2 <br /> more than 900 square feet 3 <br /> 2 . .01 is the number of acres of "recreational <br /> impact" per person, as identified in the adopted <br /> Everett Parks and Recreation Plan. <br /> 3 . Credits toward satisfying the total recreational <br /> impact must be earned by providing facilities in <br /> accordance with Parks Department standards. <br /> Prior to the issuance of permits for any phase, the <br /> Planning Department must review and approve a plan <br /> for on-site recreational facilities after receiving <br /> a recommendation from the Parks and Recreation <br /> Department that the proposed plan meets the Parks <br /> Department criteria. In evaluating the proposed <br /> plan, the Parks and Recreation Department shall <br /> consider the following factors in determining the <br /> adequacy of the proposed facilities in meeting the <br /> development's recreational impact: <br /> a. Size of recreational facility <br /> b. Type and quality of recreational facility <br /> proposed <br /> c. Location of facility within the proposed <br /> development that will facilitate and encourage <br /> maximum use by the residents of the development. <br /> 20 <br />
