Prior to issuance of a final SEPA threshold <br /> determination for each phase, detailed site plans <br /> shall be provided to the CARE neighborhood group for <br /> a 10-day public comment period. The CARE <br /> neighborhood group will be notified by a mailing to <br /> the CARE president, as recorded with the Planning <br /> Department. In addition, the Planning Department <br /> shall provide a written notice that detailed site <br /> plans are being reviewed to the parties listed on the <br /> mailing list for the rezone on file with the Planning <br /> Department as of December 1 , 1989 (Exhibit C) . <br /> Notice shall be deemed delivered once placed in the <br /> U.S. mail as set forth in the mailing. Notice shall <br /> also be provided by posting notices on the site and <br /> in prominent areas near the site and placing a legal <br /> ad in the newspaper. <br /> d. Minor revisions to the site plan may be approved by <br /> the Planning/Community Development Director. (A minor <br /> revision would be consistent with the conditions of <br /> the Concomitant Agreement and any impacts of the <br /> revision would be within the range of impacts <br /> discussed in the EIS. ) Major revisions will be <br /> subject to additional Planning Commission <br /> recommendation and City Council action, including <br /> potential revisions to the Concomitant Agreement to <br /> the rezone. <br /> e. The subdivision of the property must conform to all <br /> City subdivision regulations. The subdivision will <br /> be governed by the Zoning Ordinance in effect on <br /> December 26 , 1989 , as modified by the terms of this <br /> agreement. <br /> 3. ADDITIONAL CONDITIONS AND REQUIREMENTS <br /> In addition, the development of the site must comply with <br /> the following conditions: <br /> LANDSCAPING/VEGETATION PRESERVATION <br /> a. Landscaping Plan: A master landscaping guideline for <br /> the entire site must be reviewed and approved by the <br /> Planning Department prior to the issuance of permits <br /> for any phase of this proposal . In addition, a <br /> detailed landscaping plan for each phase (which <br /> complies with the master landscaping guideline) must <br /> be reviewed and approved by the Planning Department <br /> prior to the issuance of any permits for that phase. <br /> The landscaping plans must be in conformance with the <br /> Landscape Design Concept, attached hereto as Exhibit <br /> "D" , and incorporated herein by reference. The <br /> landscaping plan must show replanting of areas <br /> cleared for construction of utilities that lie within <br /> buffer areas. <br /> b. Tree Preservation: Both the master landscaping <br /> guideline and the detailed plans for each phase must <br /> include a tree/vegetation preservation element, which <br /> identifies vegetation to be preserved within ravine <br /> areas, buffer areas, and the areas to be developed. <br /> No details are necessary within ravine areas, except <br /> for the location of the edge of the area to be <br /> preserved. <br /> c. Clearing: Clearing of vegetation shall occur on a <br /> phase by phase basis and will be permitted on <br /> 3 <br />
