• <br /> 1 <br /> 10. Tow operators will post current towing service rates in a <br /> 2 conspicuous place at the company 's place of business. <br /> 3 If the City Clerk and/or Police Department receives written <br /> complaints from towing customers alleging "price gouging," <br /> 4 "over-charging," charging for services not received, and <br /> other such pricing abuses and/or any improprieties, such <br /> 5 allegations shall be investigated by the Police <br /> Department. Substantiation of such complaints may result <br /> 6 in the Chief of Police denying, suspending or revoking the <br /> letter of appointment of the "Class A" licensee to the list <br /> 7 authorizing participation in police requested towing <br /> services. <br /> 8 <br /> Records kept on Everett Police impounds, including all <br /> 9 services rendered at the request of the Everett Police, <br /> shall be available for inspection by the Police Department <br /> 10 during normal business hours. <br /> 11 <br /> C. Abandoned Vehicles - Surety Bond. In accordance with RCW <br /> 12 <br /> Chapter 46.52, relating to the disposing of abandoned vehicles, a "Class A" <br /> 13 <br /> licensee shall maintain a Three Thousand Dollar ($3,000) surety bond and <br /> 14 <br /> shall register with the Department of Motor Vehicles of the state as <br /> 15 <br /> provided in RCW 46.52.108. Any such tow operator shall notify the City <br /> 16 <br /> Clerk of any lapse of said surety bond, which lapse shall be grounds for <br /> 17 <br /> disqualification from authorization to do police impounds. <br /> 18 <br /> D. A "Class A" licensee must have a storage yard and place of <br /> 19 <br /> business within the corporate limits of the City. <br /> 20 <br /> Section 18: FEES. <br /> 21 <br /> The Police Chief is hereby authorized to develop a schedule of maximum <br /> 22 <br /> fees for towing services requested by the Everett Police Department or its <br /> 23 <br /> dispatcher. Any "Class A" licensee shall not exceed the fees of such <br /> 24 <br /> schedule for services rendered at the request of the Everett Police <br /> 25 <br /> Department or its dispatcher. Charging fees exceeding those of the fee <br /> 26 <br /> schedule or charging for services not actually rendered may result in <br /> 27 <br /> suspension from the list of "Class A" licensees authorized for police <br /> 28 <br /> impounds. The Mayor shall approve such schedule of maximum fees before its <br /> 29 <br /> implementation by the Police Chief. The schedule of maximum fees may be <br /> 30 <br /> adjusted periodically by the Chief of Police, upon the approval of the Mayor. <br /> 31 <br /> 32 <br /> 13 <br />
