1 provisions of Section 17 shall be rated "Class A" licenses. The Police <br /> 2 Department is hereby authorized to establish and maintain a list of <br /> 3 qualified "Class A" rated licensed towing businesses authorized for police <br /> 4 impounds. Such list shall be reviewed at least annually to determine if <br /> 5 licensees listed thereon are remaining in compliance with the requirements <br /> 6 set forth in Section 17. The "Class A" rating may be withdrawn from any <br /> 7 licensee not meeting such requirements. <br /> 8 B. (1 ) The list of qualified "Class A" licensed towing businesses shall <br /> 9 be used in connection with the impounding or removal of disabled or <br /> 10 abandoned vehicles or vehicles which may be impounded under provisions of <br /> 11 law by order of the police and pursuant to the provisions of Section 18. <br /> 12 (2) When a person makes a request to the Police Department or police <br /> 13 dispatcher for towing services when the vehicle is not subject to impound, <br /> 14 the request shall be treated as a non-preference matter and the request <br /> 15 shall be referred to a qualified "Class A" licensee in the same manner as if <br /> 16 the police were requesting the towing service pursuant to an impound. <br /> 17 C. All referrals under subsection B shall be distributed on a <br /> 18 rotation basis among qualified "Class A" licensees who have notified the <br /> 19 Police Department in writing of their willingness to accept such referrals. <br /> 20 If deemed necessary by the Chief of Police, zones may be set up with such <br /> 21 referrals from rotation lists within each zone; provided, however, nothing <br /> 22 herein shall be construed as requiring such zones. <br /> 23 D. Except in regard to impounds, nothing herein shall be construed <br /> 24 to preclude any person from requesting the services of a licensed towing <br /> 25 business of their choice, unless in the opinion of the Police Department, <br /> 26 accommodating such request would result in undue delay or the maintenance of <br /> 27 a hazardous situation or condition. <br /> 28 E. Any licensee desiring to participate in police requested towing <br /> 29 services and impounds shall make a written request of the Chief of Police to <br /> 30 be placed on the list of "Class A" licensees. Upon receipt of such a <br /> 31 written request, the Chief of Police shall direct that an inspection of the <br /> 32 <br /> 9 <br />
