September 27, 2017 <br /> Roberts also stated he would like the City to look at more treatment <br /> options for opioid addiction, which the Planning Commission will be <br /> discussing next week. <br /> President Tuohy announced the next Council Retreat is scheduled for <br /> Saturday, October 21, 2017, 8 a.m. to 12 p.m., in the City Council <br /> Chambers. She stated topics of discussion will include priorities developed <br /> by the EnvisionEverett Committee, Everett housing, and a Transit briefing <br /> at the end of the meeting if time allows. <br /> President Tuohy stated Action Item number 8 has been pulled from <br /> today's agenda. <br /> ADMINISTRATION UPDATE ON PRIOR BUSINESS <br /> Hil Kaman, public health and safety director, reported that staff has been <br /> exploring ways to work with affordable housing developers to implement a <br /> system development fee waiver or exemption, allowed under State law, to <br /> address complex financing issues and rising construction costs in <br /> Snohomish County. <br /> President Tuohy stated this topic should be referred to the General <br /> Government Subcommittee for review. <br /> Council Member Roberts asked Mr. Kaman to provide a short briefing and <br /> a staff memo in advance of next week's General Government <br /> Subcommittee meeting that outlines all available options. He stated the <br /> Committee can meet at 5 p.m. rather than 5:15 p.m. provided there is <br /> adequate time for publication. <br /> Council Member Moore requested a cost-benefit analysis relating to tax <br /> benefit options be provided in advance of any Council action. <br /> CITY ATTORNEY <br /> Deputy City Attorney Hall had no comments. <br /> 323 <br />
