• Since this is not a new tank, a 10 day instead of a 14 day hydration period was applied
before starting the measurement test.
• The level decline was evaluated for all three time classes in the standard (96, 48, and 24
hours) plus a longer interval of 6 days. Leakage remained relatively constant across the time
intervals.
The Design-Builder shall conduct a leak testing based on the same methodology at the completion of
construction. The measured rate of leakage shall be no worse than the existing leakage rate
measured by the City prior to the Project. If the leakage is measured to be greater, the Design-
Builder shall make necessary improvements such that the leakage is less than or equal to the
existing leakage rate.
4.6.5 East Clearwell Concrete Floor Slab Spalling Repair
Design-Builder shall repair all interior floor spalling of concrete slab that is in excess of 1/8-inch
deep.
The allowance amount for spalling repair is $36,969.00 for 9,000 square feet(estimated total for
East Clearwell), which is a unit price of$4.1077 square foot of spalling repair. If Design-Builder
repairs less than 9,000 square feet, then a deductive Change Order will be issued for the allowance
amount not spent, calculated based on the unit price and the difference between 9,000 square feet
and the amount of repair actually completed. If Design-Builder repairs more than 9,000 square feet,
then a Change Order will be issued to increase the Contract Price, calculated based on the unit price
and the amount of repair completed in excess of 9,000 square feet.
Assume the average depth of spall repair is 1/2-inch. Provide vertical edges of repair zone (no
feathered edges)to existing concrete. Perform repairs in accordance to the guidelines of ACI 546R
"Concrete Repair Guide."
4.7 East Clearwell Cleaning and Disinfection
4.7.1 General
Before refilling completed facilities, including the East Clearwell and pipelines, Design-Builder shall
clean the East Clearwell and pipelines in accordance with applicable standards and procedures,
including but not limited to: WAC 246-290-451, WSDOH, and ANSI/AWWA Standards C652 (Method
3) and C651, and coordinate disinfection with the City. All materials used for cleaning and
disinfection of potable water tank and system interiors shall conform to the applicable requirements
of ANSI/NSF 60 and 61.
4.7.2 East Clearwell
Immediately prior to disinfection, Design-Builder shall remove all temporary structures and debris,
and wash all interior surfaces with clean water using a high-pressure water device. All water, dirt, and
foreign material accumulated in this cleaning process shall be removed from the East Clearwell.
Following cleaning, Design-Builder shall arrange for Owner's Representative to inspect and verify that
cleaning requirements have been met.
Upon the City's acceptance of Design-Builder's cleaning process, the City will conduct refill and
disinfection operations. After completion of East Clearwell disinfection, City will conduct testing
activities in accordance with WDOH requirements to confirm absence of coliform organisms and
City of Everett September 13,2017
Water Filtration Plant Clearwell Roof Replacement DB Project Supplementary Conditions Page 14
