4. Treat sediment laden water for acceptable discharge <br /> 5. Prevent the conveyance of sediment into surface waters, drainage systems, roads, and <br /> environmentally critical areas. <br /> 5.10.2 Spill Prevention and Control <br /> Design-Builder shall develop a spill prevention plan and shall: <br /> 1. Handle all petroleum and chemical products in accordance with applicable regulations <br /> 2. Avoid throwing, spreading, or otherwise discharging petroleum and chemical products on or <br /> beneath the surface of the ground. <br /> 3. Provide spill kits at all construction areas and other suitable measures for the prevention and <br /> control of spills. <br /> 4. Train workers on spill prevention and spill control measures, including use of spill kits. <br /> 5.10.3 Compliance with Environmental Regulations <br /> Design-Builder shall comply with all environmental regulations and permit conditions including but <br /> not limited to: <br /> 1. All local, state, and federal regulations, including Washington Model Toxics Control Act <br /> concerning emissions or disposal of solid, particulate, liquid, or gaseous matter as a result of the <br /> cleaning, painting, or other activities. <br /> 2. All Puget Sound Clean Air Agency(PSCAA) regulations in controlling dust during construction. <br /> Spraying with dust control chemicals and street flushing is prohibited. No burning of trash on the <br /> site is permitted. <br /> 3. All applicable City of Everett, Snohomish County, and state noise regulations. <br /> Any fines imposed by any regulatory agency as a result of the Design-Builder's noncompliance shall <br /> be paid by the Design-Builder. <br /> 5.11 Construction Documentation <br /> 5.11.1 Pre-construction Documentation of Existing Conditions <br /> Design-Builder shall document existing conditions prior to construction at the Project Site. Design- <br /> Builder shall conduct a survey of the East Clearwell interior and exterior elevations, and provide a <br /> record of the survey to the Owner. <br /> Design-Builder and the Owner's Representative shall jointly survey the Site, existing structures and <br /> facilities, paving, and other items, noting and photographing all existing conditions at the East <br /> Clearwell and Screen House Bridge. All existing cracks, sags or other damage shall be measured for <br /> length, width, height and location, and recorded.All existing cracks shall be marked with paint. All <br /> photographs shall be taken by a photographer with relevant experience in documenting industrial <br /> and municipal facilities. All photographs shall be taken on minimum 8 megapixel minimum digital <br /> format to produce sharp and clear images. <br /> Design-Builder shall also prepare a pre-construction video of all areas and existing facilities that <br /> could be affected by construction.
