4. Treat sediment laden water for acceptable discharge 5. Prevent the conveyance of sediment into surface waters, drainage systems, roads, and environmentally critical areas. 5.10.2 Spill Prevention and Control Design-Builder shall develop a spill prevention plan and shall: 1. Handle all petroleum and chemical products in accordance with applicable regulations 2. Avoid throwing, spreading, or otherwise discharging petroleum and chemical products on or beneath the surface of the ground. 3. Provide spill kits at all construction areas and other suitable measures for the prevention and control of spills. 4. Train workers on spill prevention and spill control measures, including use of spill kits. 5.10.3 Compliance with Environmental Regulations Design-Builder shall comply with all environmental regulations and permit conditions including but not limited to: 1. All local, state, and federal regulations, including Washington Model Toxics Control Act concerning emissions or disposal of solid, particulate, liquid, or gaseous matter as a result of the cleaning, painting, or other activities. 2. All Puget Sound Clean Air Agency(PSCAA) regulations in controlling dust during construction. Spraying with dust control chemicals and street flushing is prohibited. No burning of trash on the site is permitted. 3. All applicable City of Everett, Snohomish County, and state noise regulations. Any fines imposed by any regulatory agency as a result of the Design-Builder's noncompliance shall be paid by the Design-Builder. 5.11 Construction Documentation 5.11.1 Pre-construction Documentation of Existing Conditions Design-Builder shall document existing conditions prior to construction at the Project Site. Design- Builder shall conduct a survey of the East Clearwell interior and exterior elevations, and provide a record of the survey to the Owner. Design-Builder and the Owner's Representative shall jointly survey the Site, existing structures and facilities, paving, and other items, noting and photographing all existing conditions at the East Clearwell and Screen House Bridge. All existing cracks, sags or other damage shall be measured for length, width, height and location, and recorded.All existing cracks shall be marked with paint. All photographs shall be taken by a photographer with relevant experience in documenting industrial and municipal facilities. All photographs shall be taken on minimum 8 megapixel minimum digital format to produce sharp and clear images. Design-Builder shall also prepare a pre-construction video of all areas and existing facilities that could be affected by construction.
