11'01
h) Hypochlorite piping and valve configuration suited to minimize O&M and fit the City's
preferred approached, including materials of construction and equipment
manufacturers.
i) Necessary electrical, instrumentation, and safety features (including
eyewash/showers).
j) Hose bib, deep sink.
k) Automatic sprinkler or fire suppression system: confirmation if this will be required or
if a waiver will be requested from the local permitting authority.
I) Ammonification system. Review the existing system, provide space for liquid
ammonia chemical storage, and separate feed system to generate chloramines (with
ammonia and hypochlorite) and inject into the chlorine contact channel.
2. Establish a draft chlorine mixing and dosing control strategy to provide automatic
response to the full range of design flows.
a) The control strategy will include incorporation of the current dechlorination facility
sodium bisulfite feed pumps.
b) Review chlorine mixing and contact time. Determine if the current chlorine contact
channel is appropriately sized.
c) Chlorine mixing and contact time will be included as part of the CFD model work.
3. Backup Power Generation
a) Review backup power generation via an on-site generator located at the new
chlorination building.
b) Review outdoor generator with weather enclosure vs expanding the building and
placing the generator in a separate room.
c) Generator shall power the FEN pumps, chlorination system, and dechlorination
system.
d) Review generator sizing for"full flow" of 60MGD and one other size selected by City.
e) Review both diesel and natural gas options, including storage tank size and potential
natural gas service.
4. Design Workshop:
a) One workshop will be conducted with City staff to evaluate design approaches,
standards and coordinate operation and maintenance. The workshop will be used as
a means to gain preliminary design input and make team decisions on the following:
i. Facility layout, preferred materials/vendors, spill control and safety features,
piping layout best practices and valving, equipment, and control strategy.
ii. Discuss the storage volume necessary to coordinate the new chlorine building
with other sodium hypochlorite storage facilities on the plant site.
iii. Discuss generator layout, fuel source, facility size.
b) Workshop decisions and approach to move forward with during design wi!I he
captured in a comment/decision log.
