1 12.2 Failure to submit a renewal application and pay the appropriate 2 fee prior to expiration of a license shall , in accordance with 12.1 , result 3 in the submittal of a new application and payment of the non-renewal annual 4 fee. 5 12.3 No license issued pursuant to this chapter shall be transferable 6 from one owner to another except in the case of a bona fide sale of the 7 business of the owner, and then only upon the filing of an application with 8 City requesting such transfer along with adequate proof of sale, which 9 transfer shall be approved by the City Clerk upon payment by the applicant 10 of a fee determined by the City Clerk for the transfer at the time such an 11 application is filed. 12 Section 13: Display, Change of Name. 13 13.1 The licenses required hereunder shall be posted in a conspicuous 14 place; and in the case of tobacco vending machine license, adjacent to such 15 vending machines. 16 13.2 A license holder shall notify the licensing authority of any 17 change in his address or business name within fourteen (14) days of any such 18 change. 19 Section 14: Disclaimer. 20 No license issued pursuant to this chapter shall be construed as an 21 endorsement including any endorsement of any licensee or activity incidental 22 to any licensed activity. The City of Everett assumes no liability or 23 responsibility of any sort as a result of the issuance of any license. 24 Section 15: Inspections - Right of Entry. 25 15.1 Whenever necessary to enforce any of the provisions of this 26 chapter, or whenever the licensing authority and/or law enforcement 27 personnel has reasonable cause to believe that a licensee is operating in 28 violation of any provisions of this chapter, the licensing authority and/or 29 law enforcement personnel may enter the place of business at all reasonable 30 times to carry out an inspection or perform any other duty imposed by this 31 chapter. 32 8
