1 said report shall be heard by the City Council for confirmation. A copy of <br /> 2 said report and notice shall be served upon the owner of said property in <br /> 3 accordance with the provisions of Section 4(C) at least five (5) calendar <br /> 4 days prior to submitting the same to the City Council . <br /> 5 B. ASSESSMENT LIEN. <br /> 6 1 . The total cost for abating such nuisance, as so confirmed by the <br /> 7 City Council , shall be assessed against the respective lot or parcel of land <br /> 8 to which it relates. Upon certification to the County Treasurer by the City <br /> 9 Treasurer of the assessment amount due and owing, the County Treasurer shall <br /> 10 enter the amount of such assessment upon the tax rolls against the property <br /> 11 for the current year and the same shall become a part of the general taxes <br /> 12 for that year to be collected at the same time and with interest at such <br /> 13 rates and in such manner as provided in RCW 84.56.020, as now or hereafter <br /> 14 amended, for delinquent taxes, and when collected to be deposited to the <br /> 15 credit of the general fund of the City. The lien shall be of equal rank <br /> 16 with State, County and municipal taxes. <br /> 17 The validity of any assessment made under the provisions of this <br /> 18 ordinance shall not be contested in any action or proceeding unless the same <br /> 19 is commenced within fifteen (15) days after the assessment is placed upon <br /> 20 the assessment roll as provided herein. <br /> 21 C. ALTERNATIVE OR ACCUMULATIVE METHODS OF COLLECTION, CHARGES OR <br /> 22 ENFORCEMENT. In addition to, or in lieu of the provisions set forth in this <br /> 23 ordinance, the City may, at its option, commence a civil action in any court <br /> 24 of competent jurisdiction to collect for any such charges incurred by the <br /> 25 City to obtain compliance pursuant to this ordinance. Further, the City <br /> 26 Administration, upon concurrence of the City Attorney, may file for <br /> 27 injunctive or other civil relief in Superior Court regarding nuisances <br /> 28 listed in Section 2 of this ordinance. <br /> 29 Section 6: PENALTY. <br /> 30 a. Any person, firm or corporation violating or causing or <br /> 31 permitting to be violated any of the provisions of this Ordinance shall be <br /> 32 <br /> 7 <br />
