i <br /> 1 <br /> Findings: Conversion of this site from a residential designation to <br /> an office and industrial park designation will reduce the future <br /> I direct demand for public parks facilities while increasing the I <br /> 1 potential tax revenues. In the past, a new park was considered <br /> ' necessary in Southwest Everett. With the proposed reduction in the <br /> potential residential population, the need for a formal park inside <br /> j Southwest Everett will be substantially reduced. : <br /> 1 <br /> 1 A significant portion of this site is located in Powder Mill Gulch, I <br /> which is a steep walled ravine with a sensitive riparian area at the <br /> bottom. Steep sloped areas should be left undeveloped or only <br /> Ideveloped w_th special mitigation measures. Riparian areas should <br /> not be deve oped except for utility crossings and limited recreation <br /> �j facilities hich are designed with sensitivity to the habitat value j <br /> 11 of the r .pa ian area. <br /> I <br /> 11 Conclusions: No substantial, active public recreation space is <br /> required on this site because of the reduction in the amount of land <br /> j designated for residential uses. Privately developed recreational <br /> I facilities should be provided in conjunction with development of the <br /> 1 site. <br /> iIfi <br /> Public control of Powder Mill Gulch and development of the ravine for 11 <br /> it passive recreation is desirable. Those portions of the ravine area 1 <br /> II of Powder Mill Gulch which are within the one hundred five acres of <br /> I! the site located in and west of Powder Mill Gulch will be better , <br /> protected from the adverse effects of development if they are ] <br /> ,I dedicated to the City for municipal purposes including recreation <br /> uses. <br /> ii The City intends to develop a pedestrian system for the City which l <br /> may require that specific development proposals include on site <br /> 11 <br /> pedestrian and bicycle pathways which are integrated into an overall , <br /> pedestrian and bicycle pathways system in Southwest Everett. <br /> 11 1 <br /> Il 9. Aesthetics: <br /> ji <br /> Findings: The site is wooded second growth with a mixture of , <br /> subclimax vegetation. Powder Mill Gulch provides a natural wooded1 <br /> environment which will enhance the office and industrial park , <br /> development and may provide some territorial views. I <br /> Development of an office and industrial park requires preservation of <br /> I quality natural features and/or enhancement through substantial <br /> 1 cultural landscaping. John Fluke Mfg. , Inc. provides an example of <br /> j' sensitive office and industrial park development with well over 50% I <br /> I of the site preserved as open space in its natural state or enhanced , <br /> Ii I with substantial landscaping and sensitive utilization of a storm <br /> water detention facility. , <br /> I <br /> � Conclusions: This site contains natural features which can be <br /> I beneficially be incorporated into an office and industrial park , <br /> L setting which together with sensitive site design, architectural ] <br /> treatment, and landscaping will provide a high quality development. <br /> ' <br /> I 10. Schools and Public Facilities: <br /> If I <br /> 1 Findings: The Southwest Everett Comprehensive Plan considered the <br /> I need for an elementary school in conjunction with a public park to be , <br /> I located at a site in Southwest Everett north of Highway 526. Nee <br /> for this facility was based on major residential development in this <br /> area including the subject site. Office and industrial park use of <br /> this site would reduce and possibly eliminate the need for the school <br /> 11 and park in Southwest Everett. Development of the site will enhance <br /> II the tax base for developing school and park facilities in closer , <br /> L proximity to concentrations of population. <br /> I <br /> I I <br /> I1 <br /> -6- <br />
