4. Height Limitations: <br /> The basic height limit shall be seventy-five percent (75%) of <br /> the sum of the front and back yard setbacks of an individual <br /> parcel. As an exception, office uses may extend to sixty-five <br /> (65) feet above the average elevation. In addition, no <br /> structure within five hundred (500) feet of any property <br /> designated for residential uses shall exceed twenty six (26) <br /> feet above the average elevation at the foot of the building. <br /> No structure located betweem five hundred (500) feet and one <br /> thousand (1000) feet of any property designated for residential <br /> uses shall exceed thirty-five (35) feet above the average <br /> elevation at the foot of the building unless a visual analysis <br /> of the proposed building in relation to the adjacent <br /> residential neighborhood demonstrates that there will not be <br /> any overviewing of the residential neighborhood from the <br /> building and the building will not be visible from the <br /> residential neighborhood. <br /> 5. Transportation and Circulation: <br /> a. Access to this site shall be by way of Seaway Boulevard only, <br /> including construction traffic. <br /> b. Development of this site shall require improvement of the <br /> access to Seaway Boulevard per City standards. <br /> c. Specific development proposals shall be evaluated to determine <br /> the need for areawide street improvements and the requirement <br /> for financial participation in those improvements. <br /> d. Access to any adjacent Office and Industrial Park designated <br /> properties shall be provided on public right-of-way improved to <br /> City standards. Specifically access shall be provided to <br /> developable properties on the west and east side of this site. <br /> e. All public roadways shall be on rights-of-way approved by the <br /> City of Everett Public Works Department and constructed to City <br /> standards. <br /> f. The location of private roadways, access to public roadways, <br /> and construction standards for private roadways shall be <br /> approved by the City of Everett Public Works Department. <br /> g. On-site circulation shall be organized so that vehicles have <br /> easy access to parking and loading areas. Adequate provisions <br /> shall be made for emergency vehicle and fire access. <br /> h. Paths and sidewalks shall be provided to move pedestrians <br /> safely between parking and activity areas. A <br /> pedestrian/bicycle system shall be provided which is integrated <br /> in an overall system in Southwest Everett. <br /> i. Bus turnouts and shelters shall be provided by the property <br /> owner per City standards. <br /> j. Provision shall be made on the Master Site Plan for emergency <br /> access to and from the north property line in a location <br /> approved by the Public Works Department. <br /> -8- <br />
