6. Public Utilities <br /> a. Sanitary sewer lines shall be sized to accommodate anticipated <br /> users and any adjacent property which must gain access to a <br /> sewer interceptor through the subject property. <br /> b. Local water service to and within the site shall be provided by <br /> the property owner to City standards. A water main across <br /> Powder Mill Gulch shall be provided by the property owner <br /> within an easement and to standards approved by the City of <br /> Everett Public Works Department unless an alternative method of <br /> providing adequate water service to the area is approved <br /> through an update of the City of Everett Comprehensive Water <br /> System Plan. <br /> c. On-site detention will be required for any development on this <br /> site. For development within the Powder Mill Gulch drainage <br /> basin, the detention volume will be based on an existing two <br /> year storm (allowable release rate) and a 25-year twenty-four <br /> hour developed storm. Provided that stormwater design <br /> standards may be increased by the City to conform to a drainage <br /> Plan for Powder Mill Gulch, should the City adopt such a plan <br /> prior to taking final action on the Master Site Plan required <br /> by this Agreement. <br /> For development in Edgewater Creek drainage basin, detention <br /> must be sized for a 25-year developed storm and a maximum <br /> release rate to prevent the existing detention pond on <br /> Kenilworth Hills No. 1 from overflowing during a 25-year storm <br /> (the maximum release rate from the existing pond is 0.5 <br /> C.F.S.). Surface drainage from this site must be tightlined to <br /> Powder Mill Gulch with energy dissipation provisions at the <br /> outfall. A stream buffer along Powder Mill Gulch Creek will be <br /> required in compliance with the figure on page 33 of the final <br /> EIS for the South Everett Drainage Basins Plan. <br /> Development on this property shall provide biofiltration <br /> facilities or other improvements on-site or in regional <br /> facilities sufficient to minimize the impact of pollutants and <br /> sediments generated on the site which might otherwise enter the <br /> natural storm water systems. <br /> Hydraulic project approval will be required from the Department <br /> of Game. All conditions of the hydraulic project approval <br /> shall be met. <br /> d. All property within twenty five (25) feet of a stream bank <br /> other than Powder Mill Creek or with a slope of twenty-five <br /> percent (25%) or more shall be either dedicated to the City <br /> with the City's approval or placed in a native growth <br /> protection easement which restricts removal of any vegetation <br /> unless approved by the City. Pedestrian and bicycle pathways <br /> and utility improvements may be allowed within these areas upon <br /> approval of the Planning Director and other responsible <br /> agencies. <br /> 7. Lighting and Glare <br /> a. All lighting shall be directed and shielded to prevent glare on <br /> adjoining residential properties and streets. No light <br /> standard shall exceed twenty (20) feet. <br /> b. Vision glass and other non-reflective materials shall be used <br /> on the north side of any building within three hundred feet of <br /> any residentially zoned areas. <br /> -9- <br />
