1 Section 20: RATES <br /> 2 A. As a requirement of licensing, a schedule of maximum hourly rates to be <br /> charged by applicant's limousine service shall be established by the <br /> 3 applicant and filed with the City Clerk. <br /> 4 B. If at any time during the license period the rates change, then fifteen <br /> (15) days prior to the effective date of any such change a revised rate <br /> 5 schedule shall be filed with the City Clerk. The licensee must <br /> withdraw any advertisement of the previous rates before using new rates. <br /> 6 C. It is unlawful for any person owning, operating or controlling any <br /> limousine to charge a rate in excess of the rate filed with the City <br /> 7 Clerk. <br /> 8 <br /> 9 Section 21 : FRAUD OR REFUSAL TO PAY FARE UNLAWFUL <br /> 10 It is unlawful for any person to refuse to pay the regular fare of any <br /> 11 limousine after having hired the same. It is unlawful for any person to <br /> 12 hire any vehicle herein defined with intent to defraud the person from whom <br /> 13 it is hired of the value of such service. <br /> 14 Section 22: LOADING AND DISCHARGING PASSENGERS <br /> 15 Drivers of for-hire vehicles shall not receive or discharge passengers <br /> 16 in the roadway, but shall pull up to the right-hand sidewalk as nearly as <br /> 17 possible or in the absence of a sidewalk, to the extreme right-hand side of <br /> 18 the road and there receive or discharge passengers, except upon one-way <br /> 19 streets where passengers may be discharged at either the right or left-hand <br /> 20 sidewalk, or the side of the roadway in the absence of a sidewalk. <br /> 21 It is unlawful for any driver to permit any person to alight from any <br /> 22 vehicle while it is in motion, or to be discharged other than is specified <br /> 23 herein. <br /> 24 Section 23: ADVERTISING REGULATIONS <br /> 25 It is unlawful for any person owning or operating a limousine for-hire <br /> 26 to permit advertising matter to be affixed to or installed on such vehicle. <br /> 27 Section 24: CITY NON-LIABILITY <br /> 28 A. It is expressly the purpose of this ordinance to provide for and <br /> promote the health, safety and welfare of the general public, and not <br /> 29 to create or otherwise establish or designate any particular class or <br /> group of persons who will or should be especially protected or <br /> 30 benefited by the terms of this ordinance. <br /> 31 <br /> 32 <br /> 12 <br />
