• <br /> 1 than four inches in height, the name of the company or person under <br /> which the for-hire business license is issued. The placement and <br /> 2 location of such markings and letters shall be subject to the approval <br /> of the Chief of Police. <br /> 3 <br /> B. All vehicles for hire shall be designated by a separate number and the <br /> 4 company vehicle number shall be permanently affixed to and readable <br /> from the front, rear and sides of the vehicle, the numbers shall be <br /> 5 affixed on the hood, truck, and on both sides of the vehicle. Numbers <br /> shall be a minimum of four inches in height. Any vehicle that cannot <br /> 6 physically meet this criteria will post the number(s) as prescribed by <br /> the Chief of Police at the time of inspection. The number assigned <br /> 7 each vehicle shall correspond with the number placed on the license <br /> indicia. <br /> 8 <br /> C. Interior Posting Requirements - It is unlawful for any for-hire vehicle <br /> 9 to fail to have conspicuously displayed, a permanently affixed sign, <br /> placard, or card of plastic or metal or similar type material on the <br /> 10 interior of the vehicle where it is readily discernible by a passenger <br /> from the rear seat as prescribed by the Weights and Measures Rules. <br /> 11 The letters and numerals shall be in a contrasting background and no <br /> smaller than 3/4 inch in height. The sign shall contain the <br /> 12 company/for-hire vehicle name and number and the current telephone <br /> number where the owner of the for-hire vehicle can be reached. It is <br /> 13 unlawful during the hours of darkness to fail to illuminate <br /> sufficiently such name and numbers. <br /> 14 <br /> Section 21 : DRIVER'S DRESS <br /> 15 <br /> All for-hire drivers shall be neatly dressed and clean in appearance. <br /> 16 <br /> Section 22: TAXIMETER REQUIREMENTS - INSPECTION <br /> 17 <br /> A. It is unlawful for any person to drive or operate, or engage in the <br /> 18 business of operating, taxicabs or special service vehicles, unless <br /> each of said taxicabs or special service vehicles is equipped with an <br /> 19 instrument or device by which the charge for hire of such taxicab or <br /> special service vehicle is mechanically measured or calculated either <br /> 20 for the distance traveled by such vehicle or for waiting time, or for <br /> both, and upon which such charges shall be indicated by means of <br /> 21 figures, such instrument or device to be hereinafter referred to as a <br /> taximeter; and it is unlawful for any person operating or driving, or <br /> 22 engaged in the business of operating, a taxicab or taxicabs or special <br /> service vehicle or vehicles, to charge, use, demand, collect, or <br /> 23 receive any fare, rate or charge which is not directly based, measured <br /> and computed upon the record on the reading face of the taximeter used <br /> 24 on such taxicab or taxicabs. It shall be the duty of the owner, <br /> driver, or any other person having possession or control of a taxicab <br /> 25 or special service vehicle to keep such taximeter accurate and in good <br /> working condition at all times. <br /> 26 <br /> B. No license shall be issued for a taxicab or special service vehicle <br /> 27 until the taximeter attached thereto has been inspected by the City of <br /> Everett and found to be within acceptable tolerance. Upon approval , a <br /> 28 lead and wire seal shall be plainly posted and attached to the <br /> taximeter. The Director of Weights and Measures shall inspect all <br /> 29 taximeters prior to the issuance or renewal of a license for a taxicab <br /> or a special service vehicle and shall have the right to inspect them <br /> 30 at any other time. It is unlawful for any person to fail , resist or <br /> refuse the Director to test and reinspect the taximeter at any time. <br /> 31 <br /> 32 <br /> 14 <br />
