It is unlawful to carry or use a taximeter unless the same carries <br /> thereon an unbroken seal affixed thereto by the Director of Weights and <br /> 2 Measures. <br /> 3 D. After sundown, it is unlawful if the face of every taximeter is not <br /> illuminated by a suitable light so arranged as to throw a continuous <br /> 4 steady light thereon and be readily discernible by passengers. It is <br /> unlawful to fail to install every taximeter at the right side of the <br /> 5 driver, either adjoining the cowl or dashboard of the taxicab and at <br /> such height that the meter and the fare shown thereon are clearly <br /> 6 visible from the rear compartment of the taxicab. <br /> 7 E. It is unlawful for any person owning, operating or driving a taxicab to <br /> authorize or operate such taxicab unless such taximeter is used in <br /> 8 determining the fare to be charged, and no other or different fare <br /> shall be charged to the passenger than is recorded on the reading face <br /> 9 of said taximeter for the trip. No other rates or methods of measuring <br /> the distance or time charged shall be allowed, except as herein <br /> 10 provided. <br /> 11 If a vehicle is operated as both a taxi and a special service vehicle, <br /> then the vehicle may have a dual meter providing one rate for when the <br /> 12 vehicle functions as a taxi and a second rate for when the vehicle <br /> functions as a special service vehicle. <br /> 13 <br /> F. It is unlawful to change the size of the wheels or tires of any taxicab <br /> 14 or the gears operating the taximeter or to change the taximeter from <br /> one taxicab to another or to in any way tamper with the taximeter <br /> 15 unless such taximeter is reinspected and approved by the Director of <br /> Weights and Measures before it is used; provided, however, that a <br /> 16 licensee may change from regular to snow or studded tires without <br /> reinspection of the taximeter, so long as the change does not operate <br /> 17 to increase the mileage registered by the taximeter. <br /> 18 G. It is unlawful for any driver of a taxicab to activate the taximeter <br /> when the taxicab is not employed or fail to activate the meter at the <br /> 19 beginning of each for-hire trip, unless the transportation is provided <br /> pursuant to a written contract as authorized herein. <br /> 20 <br /> H. If the Director determines during his inspection that the condition of <br /> 21 any taxicab or vehicle for-hire needs correction, he/she shall issue to <br /> the operator or driver thereof a notice in writing specifying such <br /> 22 defects and the same shall be remedied immediately or by a later date <br /> determined by the Director. <br /> 23 <br /> I . It is unlawful to fail to comply with any written notice by the <br /> 24 Director to make corrections on the taxicab or for-hire vehicle. <br /> 25 Section 23: RATES <br /> 26 A. Except for special or contract rates and rates for special service <br /> vehicles, as provided for in this ordinance, it shall be unlawful for <br /> 27 anyone operating a taxicab licensed by the City of Everett to charge, <br /> demand or receive any greater or lesser rate than the following: <br /> 28 <br /> 1 . Taxicab <br /> 29 <br /> a. To be determined by the taximeter: <br /> 30 <br /> (1 ) Upon activation of the taximeter, one dollar and fifty <br /> 31 cents; <br /> 32 <br /> 15 <br />
