• • 1 (2) For each succeeding one-fifth mile or fraction thereof, twenty-five cents; 2 (3) For each additional person for the whole journey, 3 fifty cents; 4 (4) For each minute of waiting time or fraction thereof, twenty-five cents. ($15.00/hr) 5 b. Waiting time shall include the time when the taxicab is not 6 in motion, beginning with the arrival at the place to which it has been called, or the time consumed while standing at 7 the directive of the passenger. No charge shall be made for time lost for inefficiency of the taxicab or its 8 operator or time consumed by premature response to a call . The above charges shall be for one person. 9 c. Limitation on wait time charges - The charge for waiting 10 time on a taximeter shall not be utilized when the taxicab is traveling in excees of fifteen (15) miles per hour. 11 d. The charges herein set forth shall be binding upon the 12 owners and drivers of such taxicabs and any collection of fares in excess of said rates shall be deemed to be a 13 violation of this ordinance. 14 B. Special Service Vehicles 15 1 . As a requirement of licensing, a schedule of rates to be charged by the applicant for a special service vehicle shall be 16 established by the applicant and filed with the City Clerk. 17 2. Before putting into effect changed rates a licensee must file the new schedule with the City Clerk at least fifteen (15) days in 18 advance. If the new rate requires adjustment of the taximeter, the licensee may not use the new rate until the adjustment has 19 been made and the meter resealed by the City of Everett Weights and Measures Director. The licensee must withdraw any 20 advertisement of the previous rates before using new rates. The licensee must post the new rate schedule in compliance with the 21 requirements of this ordinance. Rates may be changed by filing a new rate schedule with the City Clerk not more than two times 22 during the license year and not sooner than three (3) months after the most recent previous rate change. 23 3. No person owning, operating or controlling any special service 24 vehicle shall charge a rate different than the rate filed with the City Clerk. 25 C. If demanded by the passenger, the driver in charge of a for-hire 26 vehicle shall deliver to the person paying for the hiring of same at the time of such payment a receipt therefor, in legible type of writing 27 containing the name of the owner or cab name, or the City indicia number, the driver' s name and for-hire license number, and any items 28 for which a charge is made, the total amount paid, and the date of payment. 29 D. With the exception of subsections B of this section which authorizes 30 special service vehicle licensees to establish their own rates, the other rates provided for in this section may only be changed by 31 amendments to this ordinance adopted by the City Council . 32 16
